Governor's Decision No. 013/GR/2022 Homologating and Authorizing Cameroon Postal Services to Operate a National Payment Aggregation Platform (NPSI)
The Bank of Central African States (BEAC) Governor issued Decision No. 013/GR/2022 to approve and authorize Cameroon Postal Services (CAMPOST) to operate a National Payment Aggregation Platform (NPSI) via the unique national USSD channel #237#. The decision mandates CAMPOST to ensure free, non-mandatory access for all economic agents, process interbank transactions across all electronic payment instruments regardless of the initiation channel, and adhere to an existing CEMAC interbank payment system with BEAC as settlement bank. Furthermore, it clarifies that this approval does not grant CAMPOST the right to establish or manage an interbank clearing house, thereby maintaining existing regulatory boundaries while enabling interoperable e-money and mobile banking transactions.
