The Central Bank of Somalia issued this policy brief to address systemic vulnerabilities in the livestock sector, including climate shocks, recurring export bans, infrastructure deficits, and disease outbreaks. The recommendations mandate strategic policy shifts to build climate resilience through enhanced veterinary networks, water resource management, and pastoralist early warning systems, while simultaneously curbing domestic inflation via cooperative models and real-time market data. Furthermore, the framework directs stakeholders to expand export markets, enforce international quality certifications, implement tax relief, and invest in value-added processing for dairy, meat, and leather commodities.
