CIRCULAR NO. 02/LBC-FT/2026 ON THE SETTING OF THRESHOLDS, ISSUED PURSUANT TO REGULATION NO. 02/2026 ON THE FIGHT AGAINST MONEY LAUNDERING AND TERRORIST FINANCING

The Governor of the Bank of the Republic of Burundi,

Having regard to Law No. 1/34 dated December 2, 2008 on the Statutes of the Bank of the Republic of Burundi;

Having regard to Law No. 1/17 dated August 22, 2017 governing banking activities;

Having regard to Law No. 1/07 dated May 11, 2018 on the National Payment System;

Having regard to Law No. 1/08 dated March 27, 2025 amending Law No. 1/02 dated February 4, 2008 on the fight against money laundering and terrorist financing;

Having regard to Foreign Exchange Regulations;

Having regard to Regulation No. 02/2026 on the fight against money laundering and terrorist financing, issued in application of Law No. 1/08 dated March 27, 2025 amending Law No. 1/02 dated February 4, 2008 on the fight against money laundering and terrorist financing, and Regulation No. 02/02, which is issued pursuant to this law.

Hereby issues:

Article 1: Object

This circular sets the threshold amounts provided for in Articles 39, 41, 45, 55, 66, and 3 of Law No. 1/08 dated March 27, 2025 amending Law No. 1/02 dated February 4, as well as Article 13 of Regulation No. 02/2026 relating to the fight against money laundering and terrorist financing, enacted in application of this law.

Article 2: Threshold for the Declaration of Funds at Entry or Exit Points of the Territory of the Republic of Burundi

Any person coming from a third country who enters the territory of the Republic of Burundi
