Guiding Principles for the Financial Services Regulatory Authority’s Approach to Virtual Asset Regulation and Supervision

The Financial Services Regulatory Authority (FSRA) of the Abu Dhabi Global Market has established a comprehensive, risk-based regulatory framework governing virtual asset activities through six guiding principles. The framework mandates rigorous authorization standards for trading venues and intermediaries, restricts acceptable tokens to those with proven security and fully backed fiat stability, and enforces strict anti-money laundering compliance aligned with FATF recommendations. It further requires risk-sensitive supervision of custody and technology controls, decisive enforcement powers for regulatory breaches, and active international cooperation to ensure market integrity, investor protection, and sustainable sector growth.
