The Central Bank of Sri Lanka issued a circular on 05 September 2019 to authorize Standalone Primary Dealers to participate in outright sale and purchase auctions for Treasury bills and bonds. This eligibility for Open Market Operations takes effect from 06 September 2019, expanding the scope of permissible transactions for these dealers. Access to Standing Facilities for Standalone Primary Dealers remains unchanged under this directive.

Open Market Operations of the Central Bank of Sri Lanka
With effect from 06 September 2019, the Standalone Primary Dealers (SPDs) are eligible to participate in the outright sale/purchase auctions for Treasury bills/bonds conducted under the Open Market Operations of the Central Bank of Sri Lanka.
Access to the Standing Facilities for SPDs will remain unchanged.
