The Palestine Monetary Authority issued Instruction No. 4 of 2025 to regulate fees and commissions for card payments at point of sale terminals. The instruction mandates that point of service providers must not charge any fees or commissions to cardholders for using their cards and must enforce this prohibition through agreements with merchants. Violations of these provisions are subject to penalties under the National Payments Law No. 41 of 2022, and the instruction became effective upon its issuance.
Based on the provisions of Law No. (41) of 2022 on National Payments, particularly Articles (7, 18) thereof, and following what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (288) dated 08/10/2025, and according to the powers delegated to us, and in pursuit of the public interest, we have issued the following Instructions:
Point of sale service providers must comply with the following:
Anyone who violates the provisions of these Instructions shall be punished in accordance with the provisions of Law No. (41) of 2022 on National Payments.
All provisions conflicting with the provisions of these Instructions are hereby repealed.
All competent authorities must implement the provisions of these Instructions, each within its respective jurisdiction, and apply them effective from the date of their issuance.
