The Central Bank of Brazil, in accordance with Article 9 of Law No. 4,595 of December 31, 1964, makes public that the National Monetary Council, in an extraordinary session held on July 3, 2026, considering the provisions of Article 4, caput, item VI, of Law No. 4,595 of December 31, 1964, and Article 3, § 6, of Provisional Measure No. 1,373 of June 29, 2026,

RESOLVES:

Article 1. This Resolution establishes the conditions, financial charges, and deadlines applicable to the repayable credit line of the Extraordinary Program for Financial Rebalancing of Creditors in Good Standing – Desenrola Adimplentes, as provided for in Article 3 of Provisional Measure No. 1,373 of June 29, 2026.

Article 2. The resources made available by the financial agents referred to in Article 3, § 1, of Provisional Measure No. 1,373 of June 29, 2026, to participating institutions for the purpose of carrying out credit operations for beneficiaries of Desenrola Adimplentes must come from the following sources:

I - 70% (seventy percent) of the resources referred to in Article 3, caput, of Provisional Measure No. 1,373 of June 29, 2026; and

II - 30% (thirty percent) of the own resources of the financial agents.

§ 1. The remuneration rate for the Union's resources, referred to in item I of the caput, shall be equivalent to 1% per annum (one percent per year).

§ 2. The remuneration for the own resources of the financial agents, referred to in item II of the caput, shall correspond to the Reference Rate of the Special Settlement and Custody System – Selic, accumulated over the period.

Article 3. The contractual instrument to be executed by the Union with the financial agents for the transfer of the resources referred to in Article 2, caput, item I, must provide for a repayment period to the Union that considers the payment deadlines of the credit operations entered into between the participating institutions and the beneficiaries of Desenrola Adimplentes.

Article 4. The following financial charges, intended to remunerate the financial agents referred to in Article 3, § 1, of Provisional Measure No. 1,373 of June 29, 2026, apply to the participating institutions of Desenrola Adimplentes:

I - 1.25% per annum (one and twenty-five hundredths percent per annum), in the event of making resources available to participating institutions distinct from the financial agents; and

II - 0.50% per annum (fifty hundredths percent per annum), in the event of making resources available to the financial agent itself for the negotiation of debts within the scope of Desenrola Adimplentes.

Article 5. The interest rates applicable to the participating institutions shall be calculated by converting into factors the remuneration provided for in Article 2, §§ 1 and 2, and the financial charges defined in Article 4, caput, items I and II, as applicable, and their subsequent multiplication.

Article 6. The conditions provided for in this Resolution apply to operations carried out within the contracting period established in Provisional Measure No. 1,373 of June 29, 2026, and in the regulation of Desenrola Adimplentes.

Article 7. This Resolution enters into force on the date of its publication.
