Central Bank Resolution No. 558 - Amends the Internal Regulations of the Financial Activities Control Council (Coaf)

The Central Bank of Brazil issued Resolution No. 558 to amend the Internal Regulations of the Financial Activities Control Council (Coaf), updating governance structures and operational mandates. Resolution No. 558

RESOLUTION BCB No. 558, OF APRIL 23, 2026

Amends the Internal Regulations of the Financial Activities Control Council – Coaf, annexed to BCB Resolution No. 427, of October 16, 2024.

The Collegiate Board of the Central Bank of Brazil, in the exercise of the competence conferred upon it by Art. 5 of Law No. 13,974, of January 7, 2020, having in view the provisions of Vote 51/2026–BCB, of April 23, 2026,

R E S O L V E:

Art. 1º The Internal Regulations of the Financial Activities Control Council – Coaf, annexed to BCB Resolution No. 427, of October 16, 2024, published in the Official Gazette of the Union on October 18, 2024, shall enter into force with the following alterations:

II - promotion of a culture of compliance with duties related to the disciplinary control mechanism governed by Chapters V to VII of Law No. 9,613, of March 3, 1998, and the corresponding regulation issued by Coaf." (NR)

"Art. 10. Upon completion of inspection work, the forwarding proposals resulting therefrom shall be submitted to the competent authority within the Supervision Directorate, observing the objectives of the inspector action and the administrative decisions of the Coaf Plenary. " (NR)

§ 2º Each body or entity referred to in § 1º shall indicate one principal member and one alternate, with the latter substituting the principal only in their absences and impediments, without increasing the number of members of the Plenary.

§ 3º The alternates for Coaf councilors and the President shall also be chosen and appointed according to the criteria defined in the main text ." (NR)

"Art. 15. The term of each principal councilor shall be three years, starting from the date of the act attributing them the status of member of the Plenary, with one reappointment for an equal period permitted.

"CHAPTER VII

OF THE INSTITUTIONAL ARTICULATION AND INTERNATIONAL COOPERATION DIRECTORATE – DAINT

Art. 29-A. Daint is responsible for conducting activities related to:

I - coordination of Coaf's performance in international organizations, networks, and forums, as well as management of bilateral and multilateral international cooperation, including the negotiation and implementation of technical cooperation agreements and initiatives;

II - monitoring and oversight of international commitments assumed by the country in matters of AML/CFT, including international assessment processes and respective follow-up actions;

III - conducting the National Risk Assessment of Money Laundering, Terrorist Financing, and Proliferation Financing of Weapons of Mass Destruction – ANR and coordinating Coaf's participation in the National Risk Assessment Working Group – GTANR;

IV - articulation of Coaf's institutional positions on international themes and promotion of integration between national and international agendas in matters of AML/CFT;

V - promotion of inter-institutional articulation with national and international bodies and entities, including within the Council, to monitor the effectiveness of the AML/CFT system and prepare for international assessments;

VI - support to governance and the implementation of national AML/CFT policies;

VII - advisory services to the Presidency and other Coaf units in defining strategic positions and analyzing relevant international themes; and

VIII - production and systematization of information and analyses on international trends, risks, and patterns in matters of AML/CFT, with a view to supporting decision-making." (NR)

"Art. 30. The competencies and attributes of internal instances, as well as their members, not specifically governed by these Internal Regulations, including collegial bodies, decentralized units, and other similar instances created within Coaf, may be defined by an act of the President.

§ 1º A Coaf Ethics Commission shall be instituted, governed by its own regulation, approved by an act of the President, observing the provisions of the Code of Professional Ethics for Federal Executive Branch Civil Servants and the norms of the Public Ethics Commission, with the duty to act in the promotion of ethics and the investigation of conduct in the ethical sphere.

§ 2º The Coaf Ombudsman shall be instituted, in conformity with Decree No. 9,492, of September 5, 2018, directly subordinate to the Coaf Presidency.

§ 3º An internal control unit may be created within Coaf, linked directly to the Coaf Presidency, observing, where applicable, Decree No. 3,591, of September 6, 2000." (NR)

Art. 2º Current councilors may be reappointed for two additional terms, regardless of whether they have already served other terms, applying the provisions of the new wording given to Art. 15 of the Coaf Internal Regulations, annexed to BCB Resolution No. 427, of October 16, 2024, from the publication of this Resolution.

Art. 3º The following provisions of the Coaf Internal Regulations, annexed to BCB Resolution No. 427, of October 16, 2024, published in the Official Gazette of the Union on October 18, 2024, are hereby revoked:

I - item VI of the main text of Art. 27;

II - items I to XIX of § 1º of Art. 30; and

III - items I to IX of § 2º of Art. 30.

Art. 4º This Resolution enters into force on the date of its publication.
