Guidelines for Implementing the Decision on Reporting Requirements in Respect of Foreign Operations

The Governor of the National Bank of Serbia issues these guidelines to mandate reporting entities to submit quarterly reports on foreign direct investments, construction works, and resident accounts abroad. Reports must be filed electronically within ten days after the reporting period using specific forms and expressed in US dollars based on the official middle exchange rate. These guidelines supersede previous regulations from 2007 and entered into force one day after their publication in the Official Gazette.

RS Official Gazette, Nos 87/2009 and 40/20151 Pursuant to Section 5 of the Decision on Reporting Requirements in Respect of Foreign Operations (RS Official Gazette, No 87/2009), the Governor of the National Bank of Serbia hereby issues G U I D E L I N E S FOR IMPLEMENTING THE DECISION ON REPORTING REQUIREMENTS IN RESPECT OF FOREIGN OPERATIONS

  1. Residents referred to in the Decision on Reporting Requirements in Respect of Foreign Operations (hereinafter: reporting entities) shall submit reports on foreign operations subject to that decision (hereinafter: reports), using the report forms and within the deadlines specified herein.
  2. Reporting entities shall submit the following reports:
  1. report on foreign direct investments by non-residents in the country (balance and transactions) – using DI-1 Form, quarterly;
  2. report on foreign direct investments by residents abroad (balance and transactions) – using DI-2 Form, quarterly;
  3. report on transactions between residents and non-residents in respect of performance of investment (construction) works – using GRU Form, quarterly;
  4. report on balance and transactions on resident accounts abroad and current accounts abroad – using RN Form, quarterly.
  1. Amounts in the reports shall be expressed in US dollars, by applying the official middle exchange rate for the US dollar valid on the last day of the reporting period.
  2. Reporting entities shall submit completed forms referred to in Section 2 hereof electronically to the National Bank of Serbia – Economic Analyses and Research Department – Balance of Payments Division – Group for Foreign Exchange Statistics, within ten days after the lapse of the reporting period at the latest, to the following e-mail address: devizna.statistika@nbs.rs.

1 Section 2, provisions 3) and 4) of the Guidelines for Implementing the Decision on Reporting Requirements in Respect of Foreign Operations (RS Official Gazette, No 87/2009), including the PI Form and the HoV Form, ceased to be valid on the effective date of the Decision on Reporting Requirements in Respect of Securities Transactions (RS Official Gazette, No 40/2015).

2 5. These Guidelines shall supersede the Guidelines for Implementing the Decision on Reporting Requirements in Respect of Foreign Payment Transactions (RS Official Gazette, No 24/2007). 6.
