Order TAP/953/2011 of 12 April approving the new promotional image for e-government activities and establishing criteria for its use

The Spanish Ministry of Territorial Policy and Public Administration issues Order TAP/953/2011 to replace the previous promotional image for e-government with a new standardized visual identity. The Order mandates the use of this new image by the General State Administration and its public bodies, while making it optional for other public administrations, and specifies technical criteria for its application across various media. It also establishes rules for the coexistence of this promotional image with the official institutional image of the State Administration and formally repeals the prior Order APU 959/2003.

I. GENERAL PROVISIONS MINISTRY OF TERRITORIAL POLICY AND PUBLIC ADMINISTRATION

6985 Order TAP/953/2011, of 12 April, approving the new promotional image for e-government activities and establishing criteria for its use.

Order APU 959/2003, of 11 April, approved the promotional image for e-government activities, to build an image that identified, for the citizen, the activities carried out by the State Administration in the field of so-called "e-government".

Since then until today, changes in this field have been significant thanks to Law 11/2007, of 22 June, on Electronic Access of Citizens to Public Services, which has greatly boosted the development of e-government in Spain, by recognizing as a right of citizens the ability to relate to Public Administrations by electronic means. The variety of new elements that directly impact administrative activity and their use by the Public Administration in the field of relations with citizens motivates the need to update the promotional image of e-government activities in accordance with new postulates, in order to offer the citizen an identifying image of the General State Administration and its Public Bodies in the field of E-Government.

For this reason, it is necessary to modify the Order of 11 April in order to approve a new promotional image for e-government activities.

By virtue thereof, I decree:

First. New promotional image for E-Government.

  1. The new promotional image for e-government is composed of the symbol described in Annex I to this Order together with the "E-Government" logo, all of this with the colors, composition, fonts and graphic versions equally specified in the aforementioned annex.

  2. The promotional image for E-Government will be used, in accordance with the provisions of this Order, by the General State Administration and the Public Bodies and Entities dependent on it, being its use voluntary by other Public Administrations.

  3. The promotional image for E-Government as well as the Manual will be available on the Institutional Image Portal whose address is http://imagen.mpt.es through the Intranet (Sara Network).

Second. Use of the new promotional image for E-Government.

  1. The new promotional image for E-Government will be used, exclusively and in accordance with the criteria set out in Annex II to this Order, in the following media and supports:

a) Internet pages, electronic headquarters or other communication networks, design of application screens and information systems.

b) Publications and brochures of information or dissemination on any support.

c) Institutional advertisements on any supports.

  1. The new promotional image will be used as an identification and dissemination element for all those activities, programs or measures that are characterized by their use or promotion of electronic media both in the field of administrative activity and in the relations of citizens with the General State Administration and its Public Bodies.

  2. The Deputy Secretaries of the ministerial departments or, where appropriate, the Presidents or Directors of Public Bodies will determine, within the scope of their respective organizations, the cases of use subject to the provisions of this Order and its annexes.

Third. Coexistence of the new Promotional Image with the Institutional Image of the General State Administration.

  1. The use of the new promotional image will in no case imply the non-use of the institutional image in accordance with the provisions of Royal Decree 1465/1999, which establishes criteria for institutional image and regulates the production of documentation and printed material of the General State Administration and in the Institutional Image Manual approved by Order of 27 September 1999 of the Ministry of Public Administrations.

  2. The general technical criteria for the coexistence of both images are those established in Annex III to this Order.

Sole Repealing Provision.

Order APU 959/2003, of 11 April, approving the promotional image for e-government activities and establishing criteria for its use, is hereby repealed.

Final Provision.

This Order will enter into force the day following its publication in the "Official State Bulletin".

ANNEX I Description of the image symbol and logo

Proportion dimensions: Font: For the "@" symbol, the Arial font will be used. For the "E-Government" logo, the MankSans-Medium font will be used. Color: The light blue, dark blue, and gray colors will be used, in their RGB and CMYK versions. To respect the purity of reproduction as much as possible, the use of spot colors is recommended. Whenever possible, the image symbol and logo will be reproduced on a white background. Light Blue: RGB 0092CF; CMYK: C 100%; M 29%; Y 0%; K 19%. Dark Blue: RGB 3F7AC0; CMYK: C 67%; M 36%; Y 0%; K 35%. Gray: RGB 6D6E70; CMYK: C 3%; M 2%; Y 0%; K 56%. Graphic Versions: Negative: When the characteristics of the medium require the use of a negative, the legend will use white font, whether the image symbol is reproduced in direct colors or in CMYK. Black and white: On supports that only print in one ink, the following color translation will be used. Light Blue: K 51%. Dark Blue: K 55%. Gray: K 66%.

ANNEX II Usage Criteria

Negative black and white: Only in the case, due to support needs, where it is not possible to use the positive, the negative version will be authorized.

Reductions: The application of the image symbol and logo on certain supports may require the use of reductions, which for reasons of legibility, and starting from the measures indicated in the Manual, will require their use.

Incorrect versions: The Manual includes incorrect versions based on different errors in their application: Alteration of colors; improper placement of elements; distortion of proportions; inadequate graphic division of the image symbol and logo.

ANNEX III Criteria for coexistence with the institutional image of the General State Administration

General Principles: The image symbol and logo may never occupy the space corresponding to a dependent body.

It must coexist with the image of the General State Administration, clearly, but without competing with it, and may never appear within the institutional scope, respecting at all times the Institutional Image Manual of the General State Administration.
