Directive No. 05/DIF/DRO/2020 of 16 November

  • Reporting of Statistical Information on Banking Agents Whereas it is necessary to define rules and procedures for reporting statistical information to the Banco Nacional de Angola regarding the activity of Banking Agents, aiming to monitor financial intermediation activity in the banking sector; Considering the provisions of Notice No. 07/2020 of 2 April on the Expansion of Banking Services; Under the combined provisions of letters d) and f) of Article 21 and letter d) of paragraph 1 of Article 51 of Law No. 16/10 of 15 July, the Banco Nacional de Angola Law, and Article 96 of Law No. 12/15 of 17 June, the Framework Law on Financial Institutions. This Directive serves to establish the following:
  1. Banking Financial Institutions must submit monthly statistical reports as established in Annex I "Monthly Reporting Statistical Report on Banking Agents", attached to and forming an integral part of this Directive.
  2. For the purposes of the preceding paragraph, when completing the aforementioned Report, Institutions must observe the provisions of Annex II on Procedures for Reporting Statistical Information, attached to and forming an integral part of this Directive.

The report must be submitted electronically by 8:30 a.m. on the 8th day of the following month, using the Financial Institutions Portal (PIF), in accordance with the XML message specifications. 4. For the purposes of the preceding paragraph, while the PIF is not yet available for sending and receiving information under this Directive, Institutions must submit it in Excel format to the email address: Div_Aval_Impacto@bna.ao. 5. Non-compliance with this Directive constitutes an offense provided for and punishable under Law No. 12/15 of 17 June, the Framework Law on Financial Institutions. 6. Doubts and omissions arising from the interpretation of this Directive shall be resolved by the Banco Nacional de Angola. 7. This Directive enters into force immediately. Luanda, 16 November 2020. Introduction The present document reports the technical specifications of the attached Excel format form for reporting Banking Agents statistics to be submitted by Financial Institutions. In this regard, Financial Institutions must complete the Monthly Report and Summary Report of Banking Agents, in accordance with this Procedures Manual. II. Monthly Reporting Form for Banking Agents Statistics This form presents general information on Banking Agents, detailed by Provinces and respective Municipalities. III. Description of Indicators

  1. Geographical Distribution - is composed of two indicators namely, the column of Provinces and Municipalities. 1.1 Provinces/Municipalities - Represents the column of the 18 Provinces and respective Municipalities where each Financial Institution will have contracted its Banking Agents.
  2. Banking Agent Data - This column is composed of 7 indicators namely: 2.1. Agent Name - This subcolumn should be filled with the name or designation of the Banking Agent. 2.2. Agent NIF - This subcolumn should be filled with the Tax Identification Number (NIF) of the Banking Agent. 2.3. Address of the Establishment where Activity will be Carried Out - This subcolumn should be filled with the exact address of the Agent's commercial point. 2.4. Business Activity - This subcolumn should be filled with the business activity sector in which the agent operates.

Phone Contact - This column should be filled with the Fixed/Mobile phone numbers of the Banking Agent. 2.7. Email - This column should be filled with the email address of the Banking Agent. 3. Personal Identification of Management Members – This column is composed of: • ID – this subcolumn is filled with the Identity Card number of the managers. • NIF – this subcolumn is filled with the Tax Identification Number of the managers. • Phone Contact - this subcolumn is composed of the phone contact and the email of the managers. • Email - This subcolumn should be filled with the email of the managers. 4. Working Capital Fund to Support Operations - This column should be filled with the maximum and minimum amounts defined as working capital to ensure the correspondent can guarantee the normal exercise of their activity. • Maximum Amount for Working Capital Fund - This subcolumn should be filled with the maximum amount defined as working capital to ensure the correspondent can guarantee the normal exercise of their activity. • Minimum Amount for Working Capital Fund - This subcolumn should be filled with the minimum amount defined as working capital to ensure the correspondent can guarantee the normal exercise of their activity. IV. Banking Agent Summary Information

  1. Financial Institution - In this column is filled the acronym or logo of the Financial Institution.
  2. Month and Year-to-Date Designation – In this column is filled the period to which the information relates.
  3. Currency - Refers to the name of the monetary unit used in transactions.

Number of Agents Contracted - In this column is filled, in the line referring to the “month”, the number of agents contracted in the month under analysis and in the “year-to-date” line the accumulated quantity of agents existing since the beginning of contracting until the moment of analysis. 5. Number of Agents Closed - In this column is filled, in the line designated “month”, the number of agents closed in the month under analysis and in the line designated “year-to-date” the accumulated quantity of agents that ceased their activities. 6. Number of Inactive Agents - In this column is filled, in the line designated “month”, the number of Inactive agents in the month under analysis and in the line designated “year-to-date” the accumulated quantity of inactive agents until the moment of analysis, but who are not in the condition of closed. 7. Total Balance Deposited – The value of monthly deposits (in the line referring to the month) and accumulated (in the line referring to the year-to-date) made by agent customers must be filled. 8. Total Balance Withdrawn - Should be filled with the total value of monthly withdrawals (in the line referring to the month) and accumulated (in the line marked year-to-date) made by agent customers. 9. Current Balance - In this Column is filled the monthly balance value (in the line referring to the month) and accumulated (in the line indicated for year-to-date) resulting from all operations of the period under analysis. V. Banking Agent Customers

  1. Geographical Distribution – This column is composed of three indicators namely, the column of Provinces and Municipalities, the number of accounts opened in each of these Provinces and Municipalities and the number of simplified accounts opened in the period. 1.1 Provinces and Municipalities – This subcolumn should be filled by the 18 Provinces and their respective Municipalities where the agent may or may not have customers. 1.2 Number of Accounts Opened in the Period - This subcolumn should be filled by the number of accounts opened in each Municipality, monthly in Kwanza and/or Dollar. This number must be entered in the summary report, in the line(s)

This number must be entered in the summary report, in the line(s) agent(s) referring to the month's movement, under the item “number of simplified accounts opened in the period”. 2. Number of Cards – This column is composed of two indicators namely, female and male, and corresponds to the number of cards assigned to customers by gender, from the first to the last day of the month under analysis. This value must be equal to that of the summary report under the item “accounts with card”, in the agent line referring to the month's movement. 2.1. Female - This subcolumn is filled with the total number of cards issued per account opened by the female gender in their respective Municipalities. 2.2. Male - This subcolumn is filled with the total number of cards issued per account opened by the male gender in their respective Municipalities. 3. Document used for Account Opening - This column is composed of 4 (four) indicators (sub-columns), whose total must be equal to the total by Province in the column number of accounts opened in the period. • ID – This subcolumn is filled with the total of accounts opened with ID in the respective Municipality. • Passport – This subcolumn is filled with the total of accounts opened with passport in the respective Municipality. • Personal ID Card – This subcolumn is filled with the total of accounts opened with personal ID card in the respective Municipality. • Other Documents – This subcolumn is filled with the total of accounts opened with another document, authorized by the bank, such as: student card, electoral card, voter registration card, residence commune document, etc.

Transactions in Current Accounts (quantity) - This column records the number of times the account is transacted and is composed of 8 (eight) indicators namely: 4.1 Total Deposits at the Banking Agent – This subcolumn is filled with the number of times deposit operations were carried out at the Banking Agent by customers, in each Municipality. 4.2 Total Withdrawals at the Banking Agent - This subcolumn is filled by the number of withdrawal operations carried out at the Banking Agent by customers, in each Municipality. 4.3 TPA - This subcolumn is filled by the number of payment operations carried out by customers through TPAs, in each Municipality. 4.4 ATM Transfers to Debit - This subcolumn is filled by the number of debit transfer operations carried out at ATMs by customers, in each Municipality. 4.5 ATM Transfers to Credit - This subcolumn is filled by the number of credit transfer operations carried out at ATMs by customers, in each Municipality. 4.6 Interbank Transfers to Debit - This subcolumn is filled by the number of interbank debit transfer operations carried out at ATMs by customers, in each Municipality. 4.7 Interbank Transfers to Credit - This subcolumn is filled by the number of interbank credit transfer operations carried out at ATMs by customers, in each Municipality. 4.8 ATM Withdrawal - This subcolumn is filled by the number of withdrawal operations carried out at ATMs by customers, in each Municipality. 5. This reflects the total number of accounts opened in the month, disaggregated by gender, in the sub-columns, therefore its total must be equal to the total of the column “number of accounts opened in the period”.

Structure by Age Group - This column represents the total of accounts opened by customers in the age range of 18 to 65 years old. The table is divided into 5 (five) sub-columns, whose sum must be equal to the total of the column “number of accounts opened in the period”. 9. Structure by Professional Activity - This column is composed of 6 (six) indicators, whose total corresponds to the total of the column “number of accounts opened in the period”. 9.1 Domestic Employee - This subcolumn is filled by the total number of accounts opened in the month by holders who perform the function of domestic employee, in each Municipality. 9.2 Student - This subcolumn should be filled by the total number of accounts opened in the month, held by students, in each Municipality. 9.3 Public Servant - This subcolumn should be filled by the total number of accounts opened in the month by public servants, in each Municipality. 9.4 Informal Market - This subcolumn should be filled by the total number of accounts opened in the month, by informal market customers (street vendors, shoe shiners, car washers, etc), in each Municipality. 9.5 Employees of Micro, Small and Medium Enterprises - This subcolumn should be filled by the total number of accounts opened in the month, by customers who perform their function in Micro, Small and Medium Enterprises, in each Municipality. 9.6 Other - This subcolumn should be filled by the total number of accounts opened in the month by customers who do not fit into the above identified categories, in each municipality, such as: unemployed, people working for the church and people dedicated to voluntary charity work.   6. Total Deposits - Refers to the value of deposits that occurred in the month under analysis and the accumulated up to the month under analysis.
  7. Average Balance - In this Column is filled the average value of the balance resulting from all operations in the month under analysis and the accumulated up to the month under analysis in the column below.
  8. Final Balance - In this Column is filled the value of the balance resulting from all operations in the month under analysis and the accumulated up to the month under analysis in the column below.
  9. Number of Accounts with Card - Refers to the number of accounts with active cards in the month under analysis and the accumulated up to the month under analysis in the column below.
  10. Number of Closed Accounts - Refers to the number of accounts closed in the month under analysis and the accumulated up to the month under analysis in the column below.
  11. Total Number of Credit Requests Made to the Bank through the Banking Agent (BA) - Refers to the number of credits that were requested to the Bank through the BA, in the month under analysis and the accumulated up to the month under analysis in the column below.
  12. Total Amount of Credit Requests Made to the Bank through the Banking Agent (BA) - Refers to the amount of credit granted by the Bank to the customer process forwarded by the BA in the month under analysis and the accumulated up to the month under analysis in the column below.
