Decree 21-072 Promulgating Law No. 21-004/AU on the Fight Against Terrorism, Its Financing, and the Repression of Money Laundering

THE PRESIDENT OF THE UNION,

IN VIEW of the Constitution of the Union of the Comoros of December 23, 2001, revised by referendum on July 30, 2018, particularly Article 64;

HEREBY DECREES:

ARTICLE 1:

Law No. 21-004/AU, on the Fight Against Terrorism, Its Financing, and the Repression of Money Laundering, adopted on June 29, 2021, by the Assembly of the Union of the Comoros, is promulgated, the text of which follows:

<< CHAPTER ONE - GENERAL PROVISIONS, OBJECT, AND SCOPE OF APPLICATION

Article 1. This law aims to fight and prevent terrorism and creates a specialized judicial pole for the repression of terrorism and terrorism financing offenses. It also contributes to international efforts in this domain, in accordance with international standards and within the framework of international, regional, and bilateral agreements ratified by the Union of the Comoros.

Article 2. Public authorities responsible for applying this law must respect constitutional guarantees and international, regional, and bilateral conventions ratified by the Union of the Comoros in the field of human rights.


CHAPTER TWO - DEFINITIONS

For the purposes of this law, the following terms are understood as:

Conspiracy: any plot formed for any duration, and regardless of the number of its members, with the aim of committing one of the offenses provided for by this law, without it being necessary that there exists a structural organization or determined and official distribution of their roles or continuity of their membership in this plot.

Organization: a structured group composed of two or more persons, formed for any duration and operating in concert, with the aim of committing one of the offenses provided for by this law on national territory or abroad.

Transnational Offense: an offense is considered transnational in the following cases:

  • if it is committed on national territory and in one or more other foreign States;
  • if it is committed on national territory and the preparation, planning, conduct, or supervision is carried out from one or more foreign States;
  • if it is committed in a foreign State and the organization, planning, conduct, or supervision is carried out from national territory;
  • if it is committed on national territory by a conspiracy or organization that carries out criminal activities in one or more States;
  • if it is committed on national territory and produces effects in a foreign State, or if it is committed in a foreign State and produces effects on national territory.

National Territory: the terrestrial, marine, and aerial spaces, internationally recognized, over which the State exercises its sovereignty or jurisdiction in accordance with international treaties ratified.

The national territory also includes aircraft registered in the internationally recognized territory of the State as well as ships flying its flag, regardless of where they are located.

Aircraft in Flight: an aircraft is considered in a state of flight from the boarding of passengers and the closing of all its external doors until the moment of the opening of one of these doors for their disembarkation. In the event of a forced landing, the aircraft is always considered in a state of flight until the competent authorities take charge of the aircraft, passengers, and cargo.


Aircraft in Service: an aircraft is considered in service from the moment the aerodrome personnel and crew members begin equipping it for flight until the expiration of twenty-four hours after any landing. In all cases, the state of service includes the entire duration where the aircraft is in a state of flight.

Persons Enjoying International Protection: the persons mentioned below, when they are in a foreign State,

  • A Head of State, or a member of an instance, fulfilling under the Constitution of the concerned State, the functions of Head of State, as well as the members of his family who accompany him,
  • A Head of Government or a Minister of Foreign Affairs, as well as the members of his family who accompany him,
  • Any representative or official of a State or official or accredited personality before an intergovernmental organization, as well as the members of his family who accompany him, in cases where he is entitled to special protection in accordance with international law.

Fixed Platforms Located on the Continental Shelf: an artificial island or a permanent establishment or structure fixed to the seabed for the purpose of exploration or exploitation of resources or for other economic purposes.

Assets: assets and property of any nature, material or immaterial, tangible or intangible, movable or immovable, whatever the means of acquisition, including titles, documents, and legal acts in whatever form, including electronic and digital form, which prove the ownership of these assets or the existence of a right on these assets or relating to them.

Freezing: the temporary prohibition of alienation, conversion, disposal of assets, income, and benefits derived therefrom, transmission, or any other form of management, or the placing under sequestration or provisional control of these assets by decision of a competent court or administrative authority.

Confiscation: the permanent deprivation, total or partial, of assets, income, and benefits derived therefrom, based on a decision rendered by the competent court.

Beneficial Owner: any natural person who ultimately owns or exercises effective control, direct or indirect, over the client or the natural person on whose behalf transactions are conducted.

It also includes any person who ultimately exercises effective control over a legal person or a legal arrangement.


Legal Arrangement: Trusts and other similar legal arrangements including any operation by which a person transfers assets, rights, or present or future securities to a person, said to be a trustee, who holds them separate from his own estate, in order to manage, administer, and direct them for the benefit of one or more beneficiaries.

The expression "CBRN Weapons" is understood as:

  1. "Biological Weapons" which are:

    a) microbiological agents or other biological agents, as well as toxins, whatever their origin or mode of production, of types and in quantities that are not intended for prophylactic, protective, or other peaceful purposes;

    b) weapons, equipment, or vectors intended for the use of such agents or toxins for hostile purposes or in armed conflicts;

  2. "Chemical Weapons" which are, taken together or separately:

    a) toxic chemicals and their precursors, with the exception of those intended for:

     i. industrial, agricultural, research, medical, pharmaceutical, or other peaceful purposes;
    
     ii. protective purposes, namely purposes having a direct relation with protection against toxic chemicals and protection against chemical weapons;
    
     iii. military purposes unrelated to the use of chemical weapons and which are not dependent on the use, as a means of warfare, of the toxic properties of chemicals;
    
     iv. law enforcement purposes, including domestic riot control, as long as the types and quantities involved are compatible with such purposes;
    

    b) munitions and devices specifically designed to cause death or other harm through the toxic action of the toxic chemicals defined in paragraph ii) 1), which would be released as a result of the use of these munitions and devices;

    c) any material specifically designed to be used in direct connection with the use of the munitions and devices defined in para. b);

  3. Nuclear weapons and other nuclear explosive devices.

The expression "Device" is understood as:

  1. any nuclear explosive device; or

  2. any device for dispersing radioactive material or any device emitting radiation which, due to its radiological properties, causes death, serious bodily injury, or substantial damage to property or the environment.

The expression "Explosive Device or Other Lethal Device" is understood as:

  1. any weapon or explosive or incendiary device designed to cause death, serious bodily injury, or major material damage, or which has the capacity to do so; or

  2. any weapon or device designed to cause death, serious bodily injury, or major material damage, or which has the capacity to do so, by the emission, dissemination, or impact of toxic chemicals, biological agents, toxins, or analogous substances or radiation or radioactive materials.

**The expression "Funds" is understood as assets of any nature, whether corporeal or incorporeal, movable or immovable, acquired by any means whatsoever, and documents or legal instruments in whatever form, including electronic or digital form, which attest to a right of ownership or an interest in these assets, and notably bank credits, traveler's checks, bank checks, money orders, shares, securities, bonds, bills of exchange, and letters of credit, interest, dividends, or other income from assets or capital gains generated by these funds or other assets.

**The expression "Infrastructure" is understood as any public or private equipment providing public utility services, such as water abstraction, wastewater disposal, energy, fuel, or communications.

**The expression "Nuclear Materials" is understood as plutonium, except plutonium whose isotopic concentration of plutonium 238 exceeds 80%, uranium 233, uranium enriched in uranium 235 or 233, uranium containing the mixture of isotopes found in nature other than in the form of ore or ore residue, and any material containing one or more of the elements or isotopes mentioned above.

**The expression "Public Place" is understood as parts of any building, land, public road, watercourse, and other place that are accessible or open to the public, continuously, periodically, or occasionally, and includes any place for commercial, cultural, historical, educational, religious, official, recreational, leisure, or other use that is thus accessible or open to the public.


**The expression "Precursor" is understood as any chemical reagent that enters at any stage in the manufacture of a toxic chemical, whatever the process used. This includes any key component of a binary or multi-component chemical system.

**The expression "Proceeds" is understood as all funds derived, directly or indirectly, from the commission of an offense as provided for in Article 16 (Terrorism Financing), or obtained, directly or indirectly, through the commission of such an offense.

**The expression "Public Transport System" is understood as all equipment, vehicles, and means, public or private, that are used in the context of passenger or freight transport services accessible to the public.

**The expression "Radioactive Material" is understood as any nuclear material or other radioactive substance containing nuclides that decay spontaneously (a process accompanied by the emission of one or more types of ionizing radiation such as alpha, beta, gamma, and neutron radiation), and which could, due to their radiological or fissile properties, cause death, serious bodily injury, or substantial damage to property or the environment.

The expression "Serious Bodily or Material Damage" is understood as:

  1. serious bodily injury;
  2. massive destruction of a public place, a government or public facility, infrastructure, or a public transport system resulting in considerable economic losses;
  3. substantial damage to the environment, including air, soil, water, wildlife, or flora.

**The expression "Ship" is understood as a sea-going vessel of any type that is not permanently attached to the seabed and includes dynamic lift craft, submersible craft, and all other floating craft.

**The expression "Government or Public Facility" is understood as any equipment or any means of transport of a permanent or temporary nature that is used or occupied by representatives of a State, members of the government, parliament, or judiciary, or agents or personnel of a State or any other authority or public entity, or by agents or personnel of an intergovernmental organization, in the course of their official duties.


**The expression "Toxic Chemical" is understood as any chemical that, by its chemical action on biological processes, can cause death, temporary incapacity, or permanent damage in humans or animals. This includes all chemicals of this type, whatever their origin or mode of manufacture, whether obtained in installations, in munitions, or elsewhere.

**The expression "Terrorism" designates the set of violent acts (bombings, hostage-taking, etc.) committed to create a climate of insecurity, exert blackmail on a government, or satisfy hatred towards a community, a country, or a system.

**The term "Terrorist" designates any natural person who commits or attempts to commit terrorist acts by any means, directly or indirectly, illegally and deliberately, who participates as an accomplice in terrorist acts, who organizes terrorist acts or instructs others to commit them, who contributes to the commission of terrorist acts by a group of persons acting for a common purpose, when this contribution is intentional and aims to realize the terrorist act or when it has been made with knowledge of the group's intention to commit a terrorist act.

It also constitutes an act of terrorism, when it is related to an individual or collective enterprise aimed at seriously disturbing public order by intimidation or terror, the act of introducing into the atmosphere on land, in the subsoil, or in waters, including those of the territorial sea, a substance likely to endanger the health of humans or animals or the natural environment.

The offenses referred to in this article are punishable by death. They are not subject to a statute of limitations.

**The expression "Transport" is understood as the act of engaging, organizing, or exercising effective control, including decision-making power, over the movement of a person or product.

Article 4. The provisions of the Penal Code, the Code of Criminal Procedure, as well as special laws relating to certain offenses and the procedures associated with them, are applicable to the offenses covered by this law, without prejudice to provisions contrary to it.


CHAPTER THREE - THE FIGHT AGAINST TERRORISM AND ITS REPRESSION

Article 5. Any person who, by violence, threat of violence, or any other form of intimidation, seizes an aircraft in flight, a ship, or a fixed platform, or exercises control over it, shall be punished by life imprisonment.

Article 6. 1) Any person who:

a) Commits an act of violence against a person on board an aircraft in flight, if this act is likely to compromise the safety of that aircraft;

b) Destroys or causes damage to an aircraft, whether in service or not, rendering it incapable of flight or likely to compromise its safety in flight;

c) Places or causes to be placed on an aircraft in service, by any means whatsoever, a device or substances likely to destroy said aircraft or cause damage rendering it incapable of flight or likely to compromise its safety in flight;

d) Destroys or damages air navigation installations or services or disrupts their operation, if any of these acts is likely to compromise the safety of an aircraft in flight;

e) Communicates information that he knows to be false, and thereby compromises the safety of an aircraft in flight;

shall be punished by the death penalty.

  1. Any person who threatens to commit any of the offenses provided for in this Article 1 (a), 1(b), or 1(d), in order to compel a natural or legal person to commit or abstain from committing any act, if this act is likely to compromise the safety of the aircraft, shall be punished by the same penalty.

Article 7. 1) Any person who, using a device, substance, or weapon:

a) Commits an act of violence against a person in an airport serving international civil aviation, causing or likely to cause serious injury or death;

b) Destroys or seriously damages the installations of an airport serving international civil aviation or an aircraft not in service located in the airport, or disrupts its services;

shall be punished by death or life imprisonment.


  1. Any person who threatens to commit any of the offenses provided for in paragraph 1, if this act is likely to compromise safety in the airport, shall be punished by twenty years of imprisonment and a fine of 5,000,000 FC to 10,000,000 FC.

Article 8. 1) Any person who:

a) Seizes a ship or a fixed platform or exercises control over it by violence, threat of violence, or any other form of intimidation;

b) Commits an act of violence against a person on board a ship or a fixed platform, if this act is likely to compromise the safety of the navigation of the ship or the platform;

c) Destroys or causes damage to a ship or its cargo that is likely to compromise the safety of its navigation;

d) Places or causes to be placed on a ship, by any means whatsoever, a device or substance likely to destroy it, or likely to compromise its safety, or to cause damage to the ship or its cargo that compromises or is likely to compromise the safety of the ship's navigation;

e) Destroys or causes damage to a fixed platform that is likely to compromise its safety, or places or causes to be placed on a fixed platform, by any means whatsoever, a device or substance likely to destroy this fixed platform or compromise its safety;

f) Destroys or seriously damages maritime navigation installations or services or seriously disrupts their operation, if any of these acts is likely to compromise the safety of the navigation of a ship;

g) Communicates information that he knows to be false, and thereby compromises the navigation of a ship;

h) Injures or kills any person, when these facts present a link of connectivity with one of the offenses provided for in paragraphs a) to g).

shall be punished by death or life imprisonment.

  1. Any person who threatens to commit any of the offenses provided for in paragraphs b), c), e), and f), if this threat is likely to compromise the safety of the navigation of the ship or the fixed platform in question, shall be punished by twenty years of imprisonment and a fine of 5,000,000 FC to 10,000,000 FC.

Article 9. 1) Any person, when this act, by its nature or context, aims to intimidate a population or to compel a government or an international organization to commit or abstain from committing any act:

a) Uses against or on board a ship or a fixed platform, or discharges from a ship or a fixed platform, radioactive materials or explosives, in a manner that causes or risks causing death or serious damage;

b) Discharges, from a ship or a fixed platform, hydrocarbons, liquefied natural gas, or other harmful or potentially dangerous substances, not covered by paragraph 1 a), in quantities or concentrations that cause or risk causing serious bodily or material damage;

c) Uses a ship in a manner that causes death or serious bodily or material damage;

shall be punished by death or life imprisonment.

  1. Any person who threatens to commit any of the offenses provided for in paragraph 1, shall be punished by twenty years of imprisonment and a fine of 5,000,000 FC to 10,000,000 FC.

Article 10. 1) Any person who transports on board a ship:

a) Explosives or radioactive materials, knowing that these are intended to cause or threaten to cause death, serious bodily injury, or major material damage, in order to intimidate a population or to compel a government or an international organization to commit or abstain from committing any act;

b) Any CBRN weapon, knowing that it is a CBRN weapon;

c) Raw materials or special fissile products, equipment, or materials specially designed or prepared for the processing, use, or production of special fissile products, knowing that these materials, products, or equipment are intended for a nuclear explosive activity or any other nuclear activity not subject to safeguards under a comprehensive safeguards agreement of the International Atomic Energy Agency (IAEA);

d) Equipment, materials, or software or related technologies that contribute significantly to the design, manufacture, or launch of a CBRN weapon, with the intention of using them for this purpose;

shall be punished by ten years of imprisonment and a fine of 5,000,000 FC to 10,000,000 FC.

  1. Any person who injures or kills any person, when these facts present a link of connectivity with one of the offenses provided for in paragraph 1 of this Article, shall be punished by life imprisonment.

Article 11. Any person who transports on board a ship, another


person knowing that this person has committed an act constituting an offense covered by this law and with the intention of helping this person escape criminal prosecution, shall be punished by ten to twenty years of imprisonment and a fine of 10,000,000 FC to 20,000,000 FC.

Article 12. 1) Any person who commits:

a) Murder, kidnapping, or another attack against the person or liberty of a person enjoying international protection;

b) By resorting to violence, against the official premises, private residence, or means of transport of a person enjoying international protection, an attack likely to endanger his person or liberty;

shall be punished by the death penalty or life imprisonment.

  1. Any person who threatens to commit any of the offenses provided for in paragraph 1, if this threat is likely to compromise the safety of the person enjoying international protection, shall be punished by twenty years of imprisonment and a fine of 5,000,000 FC to 10,000,000 FC.

Article 13. 1) Any person who commits an act of terrorism as defined in Article 3 shall be punished by death or life imprisonment.

  1. Any person who participates in a terrorist group or in the activities of a terrorist group, knowing that the group has the aim of committing acts of terrorism, shall be punished by ten to twenty years of imprisonment and a fine of 10,000,000 FC to 20,000,000 FC.

  2. Any person who recruits or trains others for the purpose of committing acts of terrorism shall be punished by ten to twenty years of imprisonment and a fine of 10,000,000 FC to 20,000,000 FC.

Article 14. 1) Any person who provides or collects funds, by any means, directly or indirectly, with the intention that they should be used or knowing that they are to be used, in full or in part, to commit acts of terrorism, shall be punished by ten to twenty years of imprisonment and a fine of 10,000,000 FC to 20,000,000 FC.

  1. Any person who provides or collects funds, by any means, directly or indirectly, with the intention that they should be used, or knowing that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be punished by ten to twenty years of imprisonment and a fine of 10,000,000 FC to 20,000,000 FC.

Article 15. 1) Any person who attempts to commit any of the offenses provided for in this law shall be punished by the same penalties as those provided for the completed offense.

  1. Any person who is an accomplice to any of the offenses provided for in this law shall be punished by the same penalties as those provided for the principal offender.

Article 16. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used or in the knowledge that they are to be used, in full or in part, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 17. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 18. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 19. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 20. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 21. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 22. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 23. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 24. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 25. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 26. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

  1. Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 27. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 28. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 29. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 30. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 31. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 37. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 38. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 39. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 40. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 41. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 42. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 43. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 44. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 45. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 46. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 47. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 48. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 49. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 50. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 51. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 52. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 53. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 54. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 55. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 56. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 57. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 58. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 59. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 60. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 61. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 62. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 63. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 64. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Article 65. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 66. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 67. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 68. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 69. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.

Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to finance the purchase, manufacture, possession, transfer, or use of weapons, ammunition, explosives, or other materials capable of causing death or serious bodily injury, or to finance the activities of a terrorist group, shall be guilty of an offense.

Article 70. 1) Any person who, by any means, directly or indirectly, unlawfully and willfully, provides or collects funds with the intention that they should be used, or in the knowledge that they are to be used, to carry out acts of terrorism, shall be guilty of an offense.
