Regulation of Bank Indonesia No. 19/8/PBI/2017 on National Payment Gateway

Bank Indonesia issued this regulation to establish a National Payment Gateway (NPG) that ensures the smooth, safe, and interoperable processing of all domestic retail payment transactions. The framework defines NPG operators, including Standard, Switching, and Services Agencies, while mandating that connected parties like issuers and acquirers utilize at least two Switching Agencies for interconnection. Furthermore, the rule enforces local infrastructure usage, Indonesian ownership requirements for switching entities, and final settlement through Bank Indonesia to support the national cashless movement.
