Rules for Conducting Certification for the Right to Audit Banks and Other Credit Organizations

The National Bank of Tajikistan establishes the regulatory framework for certifying individuals to conduct audits of banks and other credit organizations. The rules mandate that candidates must possess higher economic or legal education, at least two years of general audit experience, and submit specific documentation to the Qualification Commission. Successful candidates are issued a lifelong qualification certificate, while the National Bank maintains a public registry of all certified auditors.

Rules for Conducting Certification for the Right to Conduct Audits of Banks and Other Credit Organizations

The Rules for Conducting Certification for the Right to Conduct Audits of Banks and Other Credit Organizations (hereinafter referred to as the "Rules") are developed in accordance with paragraph 4 of the Rules for Conducting Certification for the Right to Engage in Audit Activities, approved by the Resolution of the Government of the Republic of Tajikistan No. 230 dated June 3, 2006, and establish the procedure for conducting certification of auditors granting the right to conduct audits of banks and other credit organizations.

  1. General Provisions

  2. A banking auditor is a natural person who meets the qualification requirements and holds an auditor's certificate.

  3. Certification of candidates for banking auditors is conducted for the purpose of determining the level of their knowledge and skills in the field of legislation on the activities of credit organizations and audit activities through interview, question and answer, or testing.

  4. Certification is conducted by the Qualification Commission of the National Bank of Tajikistan (hereinafter referred to as the "Qualification Commission").

  5. The Qualification Commission is established by order of the Chairman of the National Bank of Tajikistan from among the employees of the National Bank of Tajikistan.

  6. Procedure for Obtaining the Certificate

  7. To obtain a qualification certificate of a banking auditor, candidates apply to the National Bank of Tajikistan with an application and submit the following documents:

  • a copy of the passport;
  • a copy of the diploma of higher economic or legal education;
  • a certificate of no criminal record related to intentional crimes of a corrupt nature.

  1. Procedure for Conducting Certification

  2. Meetings of the Qualification Commission are held once a month and are quorum if at least two-thirds of the members of the Commission participate.

  3. Candidates are notified by the National Bank of Tajikistan about the holding of meetings of the Qualification Commission no later than 10 days in advance.

  4. The head of an audit organization may be invited to a meeting of the Qualification Commission.

  5. Meetings of the Qualification Commission are chaired by the Chairman of the Qualification Commission, and in his absence, are conducted under the direction of his deputy.

  6. Decisions of the Qualification Commission are adopted by a majority of votes of the members participating in the meeting. In case of a tie, the vote of the presiding officer of the Qualification Commission is decisive.

  7. After passing the certification, in accordance with the Resolution of the Board of the National Bank of Tajikistan, the candidate is issued a qualification certificate of a banking auditor (attached).

  8. The qualification certificate of a banking auditor must be issued in the prescribed form no later than 15 days from the date of adoption of the resolution on its issuance.

  9. Upon the auditor's application, a copy (duplicate) of the certificate may be issued in replacement of a lost one.

  10. A candidate who did not pass the certification may participate in the certification again after 3 months have elapsed.

  11. The National Bank of Tajikistan maintains a Registry of issued certificates of banking auditors, which includes the surname, first name, passport data and place of residence of the auditor, the date of issuance and the certificate number.
