Instructions No. 1 of 2025 Amending Payment Service Companies' Instructions for Prepaid Payment Card Issuance

The Palestine Monetary Authority issued Instructions No. 1 of 2025 to amend the regulatory framework for prepaid payment card issuance by payment service companies. The directive replaces Article 6 of the 2021 Instructions to mandate that open and semi-closed prepaid card limits adhere to the financial caps established in Article 8 of the 2021 E-Wallet Instructions. These amendments were approved by the Board of Directors on March 17, 2025, and became effective upon issuance on March 24, 2025.

Instructions No. (1) of 2025

Regarding the Amendment of Instructions for Payment Service Companies Providing Prepaid Payment Card Issuance Services

Based on the provisions of Law No. (41) of 2022 concerning National Payments, specifically Articles (7, 18) thereof,

After reviewing Instructions No. (3) of 2021 concerning Payment Service Companies Providing E-Wallet Services,

And Instructions No. (4) of 2021 concerning Payment Service Companies Providing Prepaid Payment Card Issuance Services,

Based on what was approved by the Board of Directors of the Palestine Monetary Authority in its meeting No. (284) dated 17/03/2025,

In accordance with the powers vested in us,

And in pursuit of the public interest,

We have issued the following Instructions:


Article (1)

Limits for Payment, Withdrawal, and Transfer Operations

The text of Article (6) of Instructions No. (4) of 2021 concerning Payment Service Companies Providing Prepaid Payment Card Issuance Services is replaced with the following text:

"The limit for open and semi-closed prepaid payment cards must be within the financial limit as stipulated in Article (8) of Instructions No. (3) of 2021 concerning Payment Service Companies Providing E-Wallet Services."


Article (2)

Cancellation of Conflicts

Any provision conflicting with the provisions of these Instructions is hereby repealed.


Article (3)

Implementation and Enactment

All competent authorities shall implement the provisions of these Instructions, each within its respective jurisdiction, and they shall apply from the date of their issuance.
