The Prudential Control and Resolution Authority (ACPR), Having regard to Articles 4 and 14 of Council Regulation (EU) No 1024/2013 of October 15, 2013, conferring specific tasks upon the European Central Bank concerning policies relating to the prudential supervision of credit institutions; Having regard to Articles 73 et seq. of Regulation (EU) No 468/2014 of the European Central Bank of April 16, 2014, establishing the framework for cooperation within the Single Supervisory Mechanism between the European Central Bank, national competent authorities and designated national authorities (the "SSM Framework Regulation"); Having regard to the Monetary and Financial Code, particularly Articles L. 511-9, L. 511-10, L. 511-10, R. 511-2-1 and R. 532-1; Having regard to the Decree of December 4, 2017, on the authorization, modification of status, and withdrawal of authorization of credit institutions; Having regard to the opinion of the Prudential Affairs Consultative Committee of June 26, 2023, DECIDES
Article 1: Hereinafter referred to as "credit institutions" are the credit institutions mentioned in I of Article L. 511-1 of the Monetary and Financial Code.
Article 2: Persons applying to the competent authority for authorization as credit institutions providing investment services or not must submit a complete application dossier to the latter using the form set out in the annex to this instruction.

Article 3: The form mentioned in Article 2 contains specificities regarding national law which must also be completed by authorization candidates.
Article 4: This form, along with any requested supplementary documents, must be completed electronically on the ECB's IMAS portal, at the following address: https://imas.ecb.europa.eu/
Article 5: This instruction enters into force the day following its publication in the Official Register of the Prudential Control and Resolution Authority.
