An Ugandan financial regulator has issued guidance notes for a revised Remittance Data Collection Template, accessible via the Banking Supervision Application (BSA) for weekly submission. This template mandates the collection of granular demographic and transactional data for both inbound and outbound remittances, adhering to BPM6 and UNCDF RRAS guidelines. The comprehensive data, covering sender/receiver details, transfer channels, purpose, values, fees, and taxes, is intended to inform policy formulation and product development through detailed analysis of customer types, corridors, and channels.
GUIDANCE NOTES: REMITTANCE DATA COLLECTION TEMPLATE Background: Generally, Remittances represent household income from foreign economies arising mainly from the temporary or permanent movement of people to those economies. Remittances include cash and non-cash items that flow through formal channels, such as electronic wire, or through informal channels, such as physical movement of cash or goods carried across borders. For the context of this framework, the remittances referred are personal transfers, usually from migrants to their friends and families being sent across the border through formal channels. The granular data in this framework introduces demographic information, that would help profile and analyze different customer types, corridors, channels etc to enable the policy formulation and product development of targeted policies to the preferences and demands of both the public and private sector. The Remittance Data Collection Form The revised form is available on theBanking Supervision Application (BSA) at the path; Returns Submission --> Returns Template ---> Weekly ---- > Returns Group ---> Remittance Inbound and Outbound Return 2025 The form makes use of best practices, and global standards to collect remittance data in alignment with BPM6 and reference to the Remittance Reporting and Analysis System (RRAS) guidelines of the United Nations Capital Development Fund (UNCDF) [1] ; Inbound Transfers (

Originator Currency: *Required Field. The currency of the sending country. The currency code should be cross-referenced using the ISO-4217 standard. Value: Value of Transaction in Sending Currency. If the transaction is already in converted, and the Receiving currency is UGX, then leave this blank and fill in the next column, 'Value UGX'. *Value UGX: **Required Field - Provide the value converted to UGX. To be calculated with local convention / regulation. Receiving/Beneficiary Currency: If the transaction does NOT terminate in UGX for example in a foreign currency account, please provide the currency details. The Currency code can be cross-referenced by using ISO-4217 Standard. Foreign Exchange Rate (FX) Applied : For cases where an FX Conversion is done, please state the FX Rate applied to convert Transaction value from Sending Currency to UG. Foreign Exchange Margin (%) X. This is the FX Margin / Commission applied by the sending institution on outbound remittance. *Fees Charged to Receiver/Beneficiary at Destination in UGX: *Required Field. The domestic transaction charge applied by the receiving institution. This does NOT include FX markup. Fees charged to Receiver as a % of Transaction: These are the fees applied as percentage of Total value of the transaction. Fees charged to Originator/Sender at Source in UGX: If fees applied upfront at the source to the sender are known, please input them in UGX. *Tax UGX: *Required Field - Domestic Taxes applied to Transaction if applicable, else put Zero '0'. Total Cost as % Total Cost as Percentage (%) of Transaction (% FX Margin + % Fees at Sender) Sending / Ordering Entity Type: The category of the institution where the transaction originates, such as a Commercial Bank, Money Transfer Operator (MTO), or FinTech company. Sending /Ordering Entity Name: The registered name of the institution where the transaction originates. *Sender/ Originator/ Customer Name: Required Field. Full legal names of the sender. Sender/ Originator/ Customer ID Type: The type of identification used by the sender, such as National ID, Passport, Driver’s License or Refugee Card. Sender/ Originator/ Customer ID Number: The identification number of the sender. Sender/ Originator/ Customer Address Location: The most accurate location of the sender, City, town, or district. For digital transactions, this information is extracted from IT systems, while for cash pickups/drop-offs, it is collected from the customer. Sex of Sender/ Originator/ Customer: The sex of the sender (Male (M) or Female (F)). This helps understand gender dynamics in remittances. Sender/ Originator/ Customer Nationality: This is the senders nationality as per Passport, National ID, Refugee Card etc. The Nationality is a Country Name and can be cross-referenced with ISO-3166-1. D.O.B of Sender/ Originator/ Customer: Knowing the date of birth allows for analysis of more demographics, trends etc. The format should be DD-MM-YYYY Source of Funds: The origin of the funds being transferred, as stated by the sender. Relationship With Receiver: The relationship between the sender and receiver, such as father, mother, friend, etc. Outbound Transfers: ( is a Mandatory Field) *Unique ID : *Required Field. This identifier should be unique for each transaction. In some instances, it is the Transactional ID, and in others, it is a Unique ID shared between two or more institutions. This unique ID should remain consistent throughout the transaction's lifecycle to prevent duplicate counting of transactions between institutions. *Sending Entity/
