The Central Bank of Sri Lanka has amended its operating instructions to limit the availability of the Standing Deposit Facility for Licensed Commercial Banks to a maximum of ten times per calendar month. This regulatory change, issued via Circular No. 02 of 2024, becomes effective on 16 February 2024 and applies until further notice. Consequently, the previous Circular No. 2 of 2023 on Open Market Operations is rescinded with effect from the close of business on 15 February 2024.

## Operating Instructions on Open Market Operations of the Central Bank of Sri Lanka
You are hereby informed that the availability of the Standing Facilities to Licensed Commercial Banks (LCBs) as per the Clause No. 30 of the Domestic Operations Department Circular No. 01 of 2021 dated 21 May 2021 on Consolidated Operating Instructions on Market Operations, will be subjected to the following:
a. The availability of Standing Deposit Facility (SDF) to a particular LCB will be limited to a maximum of ten (10) times per calendar month.
All LCBs are therefore requested to comply with the above amendments with effect from 16 February 2024 until further notice.
The Circular No. 2 of 2023 on Operating Instructions on Open Market Operations of the Central Bank of Sri Lanka will be rescinded with effect from the close of business on 15 February 2024.
