Circular No. 161/2022: Disclosure of Public Sector Employees' Credit Status on the Credit Information System
The Palestine Monetary Authority issued Circular No. 161/2022 to direct specialized lending institutions on credit reporting procedures for public sector employees facing irregular salary disbursements. The circular mandates that lenders disclose a Customer Status Evaluation (MOP) rating of (2) for these employees in monthly reports during payment delays, while restricting the reported unpaid installment value to exactly one installment. This measure prevents adverse credit classification impacts on affected employees until their salaries resume normal disbursement schedules.

Subject: Disclosure of the Evaluation of Public Sector Employees' Status on the Credit Information System
In light of the continued partial salary transfers for some public sector employees, and with the Palestine Monetary Authority’s commitment to preventing any negative impact on their credit classification—which could affect the processing of their banking transactions—you are requested to instruct the relevant parties within your institution to disclose the Customer Status Evaluation (MOP) for public sector employees in the monthly report during periods of irregular salary disbursements with a rating of (2), and to disclose the item for the value of unpaid due installments equivalent to only one installment of the facility granted to employees whose full salary has not been transferred, until salary disbursements resume.
