INSTRUCTION NO. 01/2025 of March 21 SUBJECT: FINANCIAL SYSTEM

  • Deposit and Withdrawal Operations of Kwanza Banknotes and Metal Coins at the National Bank of Angola

Whereas it is necessary to adjust the rules and procedures inherent to deposit, withdrawal, and circulation operations of the national currency by Banking Financial Institutions at the National Bank of Angola; In accordance with the combined provisions of Article 36 of Law No. 14/21, dated May 19, General Regime for Financial Institutions Law, with Articles 6 and 7, and Article 98 of Law No. 24/21, dated October 18, National Bank of Angola Law. I HEREBY DETERMINE:

  1. Object This Instruction defines the rules and procedures for carrying out deposit and withdrawal operations of banknotes and metal coins, as well as the operating hours for deposits and withdrawals at the Strong Rooms (Casas Fortes) of the National Bank of Angola, located in the Kwanza House, Regional Delegations, and at Value Custody Services or other duly authorized locations, with prior notice.

  2. Scope This Instruction applies to Banking Financial Institutions, as provided for in paragraph 2 of Article 7 of Law No. 14/21, dated May 19, General Regime for Financial Institutions Law, hereinafter referred to as Institutions.

  3. Definitions For the purposes of this Instruction, the following are understood: 3.1. Fit Banknotes and Metal Coins: considered authentic and suitable for circulation, after manual verification of their authenticity and quality, or by equipment, whose fitness has been recognized by the National Bank of Angola. 3.2. Unfit Banknotes and Metal Coins: considered genuine but unsuitable for circulation, after manual verification of their authenticity and quality or by equipment, whose unfitness has been recognized by the National Bank of Angola. 3.3. Deteriorated Banknotes and Metal Coins: considered genuine but unsuitable for circulation due to their state of degradation, namely corrosion, perforation, mutilation, discoloration, or alteration of weight and edge, appearing in some cases as incomplete or composed of fragments of the same banknote or metal coin, which have been altered by a relatively long circulation period or by an accident that make them unsuitable for processing in high-speed sorting equipment.

  4. General Rules 4.1. Deposit and withdrawal operations must be communicated via the Pre-Notification Management Portal, 24 hours before the scheduled date. 4.2. At the time of withdrawal or deposit, the Institution's representative must be duly accredited and present with their personal identification document and service pass. 4.3. Cash deposit and withdrawal operations may be carried out under the following conditions: a) Weekly, three deposits and three withdrawals of banknotes and metal coins, from 8:30 AM to 1:30 PM, without interruption; b) Packages of ten thousand-bundles (10,000 banknotes of equal face value); c) Minimum of ten packages, each containing 10,000 (ten thousand) banknotes, and three bags of metal coins, for deposit operations carried out at the Kwanza House; and d) Minimum of two packages of 10,000 (ten thousand) banknotes and two bags of metal coins, for deposit operations carried out at Regional Delegations and Value Custody Service Institutions. 4.4. Metal coins must be deposited in bags with the denomination and respective series identified, according to the configuration of the table below:

  5. Procedures to be Observed in Carrying Out Deposit and Withdrawal Operations of Cash 5.1. Deposit Operations: 5.1.1 Banknotes and metal coins must be deposited at the Strong Rooms of the National Bank of Angola, on all business days, according to the following operational rules: a) They must have legal tender status in the country and be presented face-up and oriented, to be packaged, labeled, and segregated by denomination and state of use. b) They must be separated according to their state of use, as follows: i. Fit; ii. Unfit; iii. Deteriorated. 5.1.2 Deposits are only accepted under conditions where the declared values correspond to the amounts delivered in the Pre-Notification Management Portal. 5.1.3 The adjustment of discrepancies identified during the physical verification of deposits, arising from missing or excess banknotes and metal coins, counterfeits, or forgeries, is carried out in accordance with the rules defined in point 8.2 of this Instruction. 5.1.4 In case of irregularities detected upon receipt of the volumes, if not resolved in due time, the National Bank of Angola may return part or all of the volumes, according to the distribution of deposit orders, within the established schedule for value deposits. 5.2. Withdrawal Operations: 5.2.1 Banknotes and metal coins may be withdrawn at the Strong Rooms of the National Bank of Angola, according to the following operational rules: a) They must be face-up, oriented, packaged, labeled, and segregated by denomination, and may be new or circulated. b) Metal coins must be withdrawn in bags with the denomination and Deposit Unit (DU) identified, according to the configuration defined in point 4.4 of this Instruction. c) The National Bank of Angola observes, whenever possible, the structure of denominations requested for withdrawal, and may exceptionally alter this structure, ensuring satisfaction of the total requested value.

  6. Reference Unit for the Establishment of Deposit and Withdrawal Orders for Kwanza Banknotes and Metal Coins 6.1. The National Bank of Angola establishes as the reference unit for establishing deposit and withdrawal orders, ten thousand-bundles (10,000) banknotes, and for metal coins according to the definition in point 4.4 of this Instruction. 6.2. Deposit orders observe, in addition to denomination discrimination, the separation of banknotes and metal coins according to their state of use, as per paragraph b) of point 5.1.1 of this Instruction.

  7. Labeling and Packaging Rules for Deposits 7.1. Packages must be properly sealed with appropriate labels containing barcodes. 7.2. On the labels of reference units destined for the National Bank of Angola, Institution identification is mandatory, using standard Institution colors that allow recognition. 7.3. The labels referred to in the previous point must bear the symbol of the remitting Institution, with a differentiated color according to the state of use of the banknotes and metal coins deposited, as follows: a) Green color, for banknotes and metal coins considered fit; b) Red color, for banknotes and metal coins considered unfit and deteriorated. 7.4. Each bundle of a thousand banknotes must be tied with strong tape, containing sets of one hundred notes inside, properly banded and packaged to ensure their inviolability. 7.5. Each small bag must contain 500 metal coins, indicating the denomination, properly packaged with its respective seal to ensure inviolability. 7.6. The bands of the bundles must be between 3 and 5 cm wide. 7.7. The use of elastic bands for bundling fit cash is expressly prohibited.

  8. Financial Reconciliation and Regularization of Operations 8.1. The value of cash deposit and withdrawal operations is posted to the account of the Institution initiating the operation, on the date of its execution. 8.2. Discrepancies (shortages and surpluses) detected by the National Bank of Angola during deposit verification are subject to daily regularization in the depositing Bank's account, through the Real-Time Payment System (RTPS). 8.3. At the end of each day, information on cash discrepancies identified and any financial settlements carried out is sent to each Institution, along with information on applicable service fees.

  9. Transitional Provision Deposit and withdrawal operations of banknotes and metal coins carried out in Luanda Province will continue to be conducted at the headquarters of the National Bank of Angola until the necessary conditions are met for their execution at the Kwanza House.

  10. Doubts and Omissions Doubts and omissions arising from the interpretation and application of this Instruction are resolved by the National Bank of Angola.

  11. Revocation Instruction No. 06/19, dated July 5, and Instruction No. 18/20, dated November 6, are revoked, as well as any regulation contrary to the provisions of this Instruction.
