The Palestine Monetary Authority issued Instructions No. 2 of 2011 to mandate the transition from paper-based forms to a digital system for amending, updating, and settling customer financial and personal data within the Credit Information System. Lending institutions must circulate the new digital guidelines to their staff and implement the automated system in parallel with existing paper forms for two working days starting December 13, 2011, after which all paper submissions will be rejected. The directive outlines specific procedural steps for modifying borrower files, adding or removing guarantors, and updating demographic information, while explicitly restricting online changes to critical identifiers to preserve data integrity and authorizing enforcement measures for non-compliance.

In continuation of Instructions No. (2009/26) issued on 26/5/2009, concerning the regulations governing the Credit Information System, and to Item 2, paragraph (d) of the amendment regarding the amendment/update of borrowers' and guarantors' personal and financial data, and within the framework of the Authority's efforts to develop and automate work tools and mechanisms to reduce manual and paper-based work, a system has been developed to update the financial and personal data of borrowers and their guarantors through the Credit Information website to eliminate the use of the specific paper forms stipulated in the instructions.
Accordingly, the administrations of lending institutions are requested to circulate the attached guiding instructions to all users of the Credit Information System, which will be implemented in parallel with the paper amendment forms for a period of two working days starting from December 13, 2011.
Any paper forms received by the Palestine Monetary Authority after the expiration of the aforementioned parallel implementation period for amending/updating/settling customer borrowers' and guarantors' data will not be accepted, and the institutions shall bear the consequences thereof. 2.1 Select the Credit Information System from the Authority's website for the customer whose demographic ("personal") data is to be amended. 2.2 Click the "Amend/Update Personal Data" icon. 2.3 Specify the customer identification type (ID/Passport/Companies/Institutions). 2.4 Enter the customer's ID/Passport/Registration number for the customer whose data is to be amended. 2.5 Click the "Search" icon to retrieve the personal file data of the customer whose data is to be amended/updated. 2.6 Click the "Amend" sign appearing to the right of the screen. 2.7 A screen appears containing the customer's personal data prior to amendment, alongside input fields to execute the amendments. 2.8 Enter the correct data in the fields and then click the "Amend" icon. 2.9 After clicking the "Amend" icon, the message "Amendment Successful" appears. 2.10 Upon completion of the amendment process, the customer file data is transferred to the designated Authority employee's screen for review, approval, or rejection in accordance with procedures. 2.11 If the requested amendments are approved, the updated data is immediately transferred to the customer file to update it in accordance with procedures, and an email notification is sent to the concerned employee confirming acceptance of the amendment process. 2.12 If the amendments are rejected by the designated employee, the process executed by the institution employee is cancelled, and an email notification is sent to the concerned employee stating the rejection.

3.1 Access rights to use the data amendment/update/settlement system will be granted to users nominated by the administrations of lending institutions. 3.2 The automated service and paper forms will be implemented in parallel for a period of two working days from the effective date, allowing users the option to choose either method for amending/updating financial and personal data, with mandatory compliance with the new system upon expiration of the parallel implementation period. 3.3 To preserve data integrity, the following data cannot be amended/updated through the system:
This requires referring to the Authority via an official letter specifying the ID/Passport/Registration number, facility number, and the type of amendment required for the aforementioned item.
3.4 Based on the memoranda of understanding signed with lending institutions, the Authority may take appropriate action in case of non-compliance with the guidelines of this system or if malicious intent in its use is proven.
