Circular No. 206 Study on Assessing the Interest of Banks Operating in Palestine in Entering the Specialized Lending Sector

The Palestine Monetary Authority issued Circular No. 206/2022 to disseminate conclusions from a World Bank-collaborated study assessing banks' interest in entering Palestine's specialized micro-lending sector. The circular outlines a projected market gap of 630–900 million dollars, identifies structural and legal challenges, and proposes two primary entry models: bank-owned service companies or independent specialized lending entities. It directs financial institutions to institutionalize bank-lender contractual agreements, establish a jointly funded specialized lending company with professional management, restructure internal departments for micro-lending, and adopt differentiated credit assessment frameworks to address underserved demographics.
