The Office of Credit Monitoring (GAC) of the Bank of Angola issued Directive No. 04-GAC-2022 to establish reporting rules and procedures for financial institutions regarding special housing and construction credit. The directive mandates that banks submit weekly statistical data on credit operations via the SSIF electronic system or Excel format, ensuring registration in the Credit Risk Information Central within 30 days of disbursement. Non-compliance with these reporting obligations constitutes an offense punishable under the General Regime of Financial Institutions Law.
GOVERNOR DIRECTIVE No. 04/GAC/2022 ORIGIN: CREDIT MONITORING OFFICE (GAC) DATE 21/04/2022 SUBJECT: Reporting of Information under Notice No. 09/2022 of April 06, Regarding the Granting of Credit under the Special Regime for Housing Credit and Construction Credit.
Whereas it is necessary to define the rules and procedures that Financial Institutions must observe for the reporting of statistical information on credits granted under the special regime for housing credit and construction credit, as determined by Article 11 of Notice No. 09/2022 of April 06;
Under the provisions of Article 235 of Law No. 14/21, of May 19, the Law of the General Regime of Financial Institutions;
This Directive serves to establish the following:
Banks must submit to the Bank of Angola the information on credit granting operations, under Notice No. 09/2022 of April 06, as set forth in Annex I of this Directive.
For the purposes of filling out the Annex referred to in the previous point, Banks must observe the instructions provided in Annex II of this Directive.
The information indicated in number 1 of this Directive must correspond to the previous week, be submitted on the first business day of the following week by 09:00, electronically, using for this purpose the Supervision System of Financial Institutions (SSIF), observing the provisions, requirements, and specifications of the XML message contained in the SSIF.
Without prejudice to the provisions of the previous number, when availability in the SSIF for sending and receiving the information referred to in number 1 of this Directive is not verified, Banks must submit the said information to the Credit Monitoring Office (GAC) of the Bank of Angola (BNA), in Excel format, through the electronic address: GAC_GERAL@bna.ao.
It is mandatory to register the credit granted in the Credit Risk Information Central, 30 (thirty) days after the date of disbursement. Failure to observe this requirement implies the suspension of the credit rights associated.
Non-compliance with the provisions of this Directive constitutes an offense provided for and punishable under the terms of Law No. 14/21, of May 19, the Law of the General Regime of Financial Institutions.
Doubts and omissions resulting from the interpretation and application of this Directive are resolved by the Bank of Angola.
This Directive enters into force immediately on the date of its publication.

ANNEX II Rules for filling out the Credit Granting Map under the Special Regime for Housing and Construction Credit:
▪ Completion of all fields is mandatory; the institution must include the value 0 (zero) in open-ended response fields, and N/A in pre-determined response fields.
A. Project Description i. Process ID: Register the internal identification number of the process. ii. Name: Register the name of the main borrower of the credit. iii. Tax ID (NIF): Register the tax identification number of the main borrower of the credit. iv. Second Borrower Data, if applicable: Indicate the Name and Tax ID (NIF) of the second borrower. v. Property Construction Date: Indicate the date when the construction of the property was deemed completed. vi. Province: Register the province where the property is located. vii. Municipality: Register the municipality where the property is located. viii. Property Acquisition Value: Register the total value, in kwanzas, to be paid upon the purchase of the property. ix. Estimated Property Valuation Value: Register the total value, in kwanzas, at which the property was valued by a certified appraiser. x. Financing Amount: Register the total credit to be granted to the Borrower(s). xi. LTV (Loan-To-Value): Indicate the ratio between the amount of credit granted and the lower of the acquisition price or the value of the property given as collateral for the credit. xii. Nominal Interest Rate: Register the rate effectively agreed upon and paid, i.e., the rate borne by the borrower.

xiii. Capital Repayment Plan: Register the capital repayment plan (Monthly, Bi-monthly, Quarterly, Semi-annual, Annual, and Bullet). xiv. Installment Regime: Register the mode of repayment of capital and interest installments. xv. Associated Guarantees: Register the guarantees associated with the credit. xvi. Contract Date: Register the date of the celebration of the contract. xvii. Disbursement Date: Register the date of the credit disbursement. xviii. Maturity Date: Register the Maturity Date of the credit. xix. Financing Status: Register the status of the validity of the credit.
