Notice No. 8/GBM/2024, of June 14 – Establishes the Issuance and Characteristics of the “Series 2024” Metical Banknotes and Coins

The Bank of Mozambique issued Notice No. 8/GBM/2024 to establish the issuance and define the technical characteristics of the “Series 2024” Metical banknotes (polymer and paper substrates) and metallic coins, which entered circulation on June 16, 2024. The regulation specifies face values ranging from 1 centavo to 1,000 meticais, detailing dimensions, colors, security features (watermarks, latent images, optically variable ink, iridescent bands), and thematic designs for each denomination. Concurrently, the Council of Ministers approved Decree No. 41/2024 to set minimum purchase prices and ginning subsidies for cottonseed producers at 25.00 MT/Kg and 17.50 MT/Kg for the 2023/2024 agricultural campaign.

Decree No. 41/2024

of June 14

Given the need to set minimum purchase prices to producers for cottonseed, define the ginning rate for cottonseed, and apply a subsidy to the minimum purchase price for cottonseed, effective for the 2023/2024 Agricultural Campaign, under Article 27(2) of the Cotton Cultivation Regulations approved by Decree No. 37/2015, of December 31, the Council of Ministers decrees:

Article 1. The following minimum purchase prices to producers for cottonseed are approved, based on the price calculation formula and ginning rate effective for the 2023/2024 agricultural campaign: a) first-quality cottonseed: 25.00 MT/Kg (twenty-five meticais per kilogram); b) second-quality cottonseed: 17.50 MT/Kg (seventeen meticais and fifty centavos per kilogram); and c) ginning rate for cottonseed: 7.00 MT/Kg (seven meticais per kilogram).

Article 2. A subsidy to the minimum purchase price for cottonseed producers is also approved, as follows: a) 5 MT (five meticais) per kilogram of first-quality cottonseed, increasing the minimum price from 25 MT/Kg to 30 MT/Kg; and b) 4.50 MT (four meticais and fifty centavos) per kilogram of second-quality cottonseed, increasing the minimum price from 17.50 MT/Kg to 22 MT/Kg.

Article 3. The subsidy amounts referred to in the preceding article are intended to subsidize cottonseed prices during the 2023/2024 campaign, under the Cottonseed Price Stabilization Mechanism created by Decree No. 25/2022, of June 3.

Article 4. This Decree enters into force on the date of its publication.

Given the need to continue supplying the national economy with high-quality Metical banknotes and metallic coins, updated with technological advancements through the introduction of Series 2024, using the powers conferred upon me by Article 1(1) of Law No. 1/91, of January 9, combined with Article 7(4) and Articles 47(f) and (g)(1) of Law No. 1/92, of January 3, I determine:

CHAPTER I

General Provision

ARTICLE 1 (Object) This Notice establishes the issuance of banknotes and metallic coins of the Metical “Series 2024” and defines their respective characteristics.

CHAPTER II

Issuance and Characteristics of Polymer Substrate Metical Banknotes

ARTICLE 2 (Issuance of polymer substrate Metical banknotes) The following face values of Metical banknotes on polymer substrate are issued: a) Twenty meticais...........................................20 meticais; b) Fifty meticais..........................................50 meticais; and c) One hundred meticais ............................................ 100 meticais.

  1. ARTICLE 4 (Specific characteristics of each polymer banknote)

  1. The 20 meticais note has the following main specific characteristics: a) Dimensions: 141 x 65 millimeters; b) Predominant color: violet with varied shades; and c) Note theme - Geography of Mozambique: Chimanimani Range - Binga.
  2. The 50 meticais note has the following main specific characteristics: a) Dimensions: 144 x 65 millimeters; b) Predominant color: ochre orange with varied shades; and c) Note theme - Wildlife: impalas.
  3. The 100 meticais note has the following main specific characteristics: a) Dimensions: 147 x 65 millimeters; b) Predominant color: red with varied shades; and c) Note theme - Real economy: straw basket with fruits.

Issuance and Characteristics of Paper Substrate Metical Banknotes

ARTICLE 7 (Specific characteristics of each paper banknote)

  1. The 200 meticais note has the following main specific characteristics: a) Dimensions: 150 x 65 millimeters; b) Predominant color: blue with varied shades; c) Optically variable ink element, incorporating a dynamic lion image, on the left side; and d) Note theme - Wildlife: lions.
  2. The 500 meticais note has the following main specific characteristics: a) Dimensions: 153 x 65 millimeters; b) Predominant color: magenta with varied shades; c) Optically variable ink element, incorporating a dynamic sailing boat image, on the left side; and d) Note theme - Sea: fisherman in a sailing boat.
  3. The 1000 meticais note has the following main specific characteristics: a) Dimensions: 156 x 65 millimeters; b) Predominant color: green with varied shades; c) Optically variable ink element, incorporating a dynamic elephant image, on the left side; and d) Theme - Wildlife: elephants.

CHAPTER IV

Issuance and Characteristics of Metallic Coins

ARTICLE 8 (Issuance of metallic coins) The following face values of Metical metallic coins are issued: a) One centavo................................................ 1 centavo; b) Ten centavos.............................................. 10 centavos; c) Fifty centavos.................................... 50 centavos; d) One metical ................................................ 1 metical; e) Two meticais ............................................. 2 meticais; f) Five meticais............................................ 5 meticais; and g) Ten meticais .............................................. 10 meticais.

ARTICLE 9 (Common characteristics of metallic coins)

  1. On the obverse, Metical metallic coins have the following main common characteristics: a) Off-center figure value; b) Representation of a theme, depending on the denomination; and c) Coin designation: Metical, Meticais, Centavo, and Centavos, depending on the face value.
  2. On the reverse, Metical metallic coins have the following main common characteristics: a) Bank of Mozambique logo; b) Words “BANK OF MOZAMBIQUE”, in circular form; and c) Year of issue, below the logo.
  3. The coins are circular in shape, except for the 1 metical coin which is heptagonal.

ARTICLE 10 (Specific characteristics of each metallic coin)

  1. The 1 centavo metallic coin has the following main specific characteristics: a) Coin theme: History of the Metical; b) Obverse figure: bird feather; c) Weight: 2 grams; d) Diameter: 17 millimeters; e) Edge: reeded; and f) Composition: copper-clad steel.
  2. The 10 centavos metallic coin has the following main specific characteristics: a) Coin theme: fishing; b) Obverse figure: fisherman in a canoe; c) Weight: 3.06 grams; d) Diameter: 20 millimeters; e) Edge: reeded; and f) Composition: brass-clad steel.
  3. The 50 centavos metallic coin has the following main specific characteristics: a) Coin theme: agriculture; b) Obverse figure: coconut trees; c) Weight: 3.60 grams; d) Diameter: 21 millimeters; e) Edge: reeded; and f) Composition: nickel-clad steel.
  4. The 1 metical metallic coin has the following main specific characteristics: a) Coin theme: education; b) Obverse figure: woman sitting on a bench writing;

The 2 meticais metallic coin has the following main specific characteristics: a) Coin theme: marine resources; b) Obverse figure: shrimp; c) Weight: 6 grams; d) Diameter: 24 millimeters; e) Edge: alternating reeded; f) Composition: nickel-clad steel; and g) Latent image, with dynamic effect: “BM” and “2”. 6. The 5 meticais metallic coin has the following main specific characteristics: a) Coin theme: culture; b) Obverse figure: man playing timbila; c) Weight: 6.50 grams; d) Diameter: 27 millimeters; e) Edge: reeded; f) Composition: nickel-clad steel; and g) Latent image, with dynamic effect: “BM” and “5”. 7. The 10 meticais metallic coin has the following main specific characteristics: a) Coin theme: public building; b) Obverse figure: Bank of Mozambique headquarters building; c) Weight: 7.50 grams; d) Diameter: 25 millimeters; e) Edge: reeded; f) Composition: bimetallic; g) Inner alloy: nickel-clad steel; h) Outer alloy: nickel-plated brass; and i) Latent image, with dynamic effect: “BM” and “10”.

CHAPTER V

Final Provisions

ARTICLE 11 (Issue date and circulation entry) The “Series 2024” Metical banknotes and metallic coins are issued and enter circulation on June 16, 2024.

ARTICLE 12 (Simultaneous circulation) The Metical banknotes and metallic coins in circulation on the date this Notice enters into force continue to have mandatory legal tender status and unlimited full liberatory value within the national territory.

ARTICLE 13 (Entry into force) This Notice enters into force on June 16, 2024.

ARTICLE 14 (Clarification of doubts) Doubts arising from the interpretation and application of this Notice must be submitted to the Issuance and Treasury Department of the Bank of Mozambique.
