Directive No. 07/2024, dated December 16

The Bank of Angola’s Department of Regulation and Organization of the Financial System issued Directive No. 07/2024 to mandate that Microcredit Operators submit accumulated quarterly statistical reports via a standardized Excel template by the fifteenth day following each quarter’s end. The Directive requires final, error-free data submitted to a designated electronic address, with strict technical formatting rules for decimals, thousands, and non-numeric fields outlined in Annex I. Non-compliance triggers special registration cancellation, while the Bank retains authority to resolve interpretive disputes and enforce corrections within five days of notification.

GOVERNOR DIRECTIVE NO. 07/2024 ORIGIN: DEPARTMENT OF NON-BANKING SUPERVISION (DSN) DEPARTMENT OF REGULATION AND ORGANIZATION OF THE FINANCIAL SYSTEM (DRO) DATE 16/12/2024 SUBJECT: FINANCIAL SYSTEM - Statistical Information Reporting by Microcredit Operators

Whereas it is necessary to define the statistical information reporting model that Microcredit Operators must observe in the exercise of their activities, pursuant to paragraph 2 of Article 7 of Notice No. 06/23 dated July 3, 2023, regarding the Operational Rules of Microcredit Companies; Pursuant to paragraph (f) of paragraph 1 of Article 31 of Law No. 24/21 dated October 18, 2021 - Law of the Bank of Angola; This Directive establishes the following:

  1. Microcredit Operators must, within fifteen (15) days after the end of each quarter, report all accumulated statistical information regarding their operations, in accordance with Annex II, which forms an integral part of this Directive, to the electronic address: DSN_DivCreditoOutras@bna.ao.
  2. For the purposes of the preceding paragraph, the required information must follow an Excel file format, using spaces as thousands separators and commas as decimal separators, while also adhering to the technical specifications set forth in Annex I, which forms an integral part of this Directive.
  3. The information reported by Microcredit Operators must be final; provisional data are not acceptable.
  4. Changes to the registered office address of Microcredit Operators must be communicated to the Bank of Angola up to two (2) days prior to their relocation to the new address.
  5. Whenever an error is identified in the reported information, the Bank of Angola shall notify the Microcredit Operator for correction within a maximum period of five (5) days.
  6. Non-compliance with the provisions established in this Directive by Microcredit Operators shall result in the cancellation of their special registration.
  7. Doubts and omissions arising from the interpretation and application of this Notice shall be resolved by the Bank of Angola, with such matters to be submitted to the electronic address dro@bna.ao.
  8. This Directive shall enter into force on the date of its publication.

I. Introduction This document sets forth the technical specifications for completing the statistical information reporting form for Microcredit Operators.

II. Form Header  Form Header

  1. Name: Enter the name or designation of the Microcredit Operator.
  2. Registration Number: Enter the registration number assigned by the Bank of Angola.
  3. Date of Commencement of Activities: Enter the start date in Day/Month/Year (DD/MM/YYYY) format.
  4. Province and Municipality: Enter the location where the Microcredit Operator is situated.
  5. Operator Address: Enter the updated address of the Microcredit Operator (applicable only to those with a physical address).
  6. Contacts: Enter the updated contacts of the Microcredit Operator (email, telephone numbers).
  7. Reference Period - Quarter/Year: Enter the period to which the information relates.

 Form Description

  1. No.: Enter the sequence, e.g., 1, 2, 3,….
  2. Beneficiary: Enter the full name of the microcredit beneficiary.
  3. Age: Enter the age of the microcredit beneficiary.
  4. Gender: Enter the gender of the beneficiary as M (male) or F (female).
  5. Academic Qualification: Enter the qualification awarded by an officially recognized educational institution (if applicable), e.g., Basic Education, Secondary Education, etc.
  6. Beneficiary's Professional Activity: Indicate whether the microcredit beneficiary is employed (self-employed or working for others) or unemployed.
  7. Date: Enter the day, month, and year when the microcredit was granted.
  8. Province: Enter the Province where the microcredit beneficiary is located.
  9. Municipality: Enter the Municipality where the microcredit beneficiary is located.
  10. Amount Granted: Enter the value of the granted microcredit.
  11. Interest Rate: Enter the interest rate applied by the microcredit operator, indicated as a percentage (x%).
  12. Maturity: Enter the term defined for the repayment of the microcredit.
  13. Activity Sector: Enter the activity sector to which the microcredit beneficiary belongs, e.g., commerce, agriculture, livestock, industry, services, private sector, and others. When indicating "Others", please specify which.
  14. Purpose: Enter the destination or purpose for which the microcredit is granted, e.g., purchase of goods for business, covering a household need, purchasing school supplies, strengthening treasury, others. When indicating "Others", please specify which.
  15. Regular Microcredit: Enter whether the microcredit is paid regularly by the applicant. Enter only Yes or No.
  16. Overdue Microcredit: Enter whether the payment term has exceeded the established limit. Enter only Yes or No.
  17. Restructured Microcredit: Enter information whenever the client is unable to repay the credit and negotiation is required for future payment. Enter Yes or No.
  18. Guarantees: Enter the guarantees received from the beneficiary. Enter Yes or No. If Yes, specify which guarantees were received by the Operator.

III. Additional Notes • For non-numeric expressions, operators must complete the form as follows: Capitalize the first letter of each word and use lowercase for the rest. • Fields without data must be filled with zero (0) or N/A, where applicable. • Numbers must be written without using periods, commas, or any dashes to separate groups of three (3) digits. Groups of three (3) digits must be separated by a blank space, with the integer part separated from the decimal part by a comma.
