Law No. 061/2021 of 14/10/2021 Governing the Payment System
The Rwandan Parliament enacted Law No. 061/2021 to establish a comprehensive legal framework governing the oversight, supervision, and operation of payment systems and services. The legislation empowers the National Bank of Rwanda to designate payment systems, grant or revoke licenses, and enforce compliance through broad regulatory and investigative authorities. It further codifies licensing exemptions, consumer protection mandates, financial collateral arrangements, netting processes, and administrative penalties to ensure systemic stability and operational clarity.
