The Board of the Central Bank of the Republic of Armenia issued Resolution No. 171 A on 29 September 2025 to grant permission for the establishment and operation of the IdramNet Armenian payment and settlement system. This regulatory decision follows the submission of applications and supporting documents by Idram LLC Payment and Settlement Organization between April and August 2025. The resolution enters into force the day following its delivery to Idram LLC or its authorized representative.

Guided by Part 3 of Article 2 and point "ac" of Article 20 of the Law of the Republic of Armenia “On the Central Bank of the Republic of Armenia”, Part 1 of Article 5 and Part 2 of Article 7 of the Law of the Republic of Armenia “On Payment and Settlement Systems and Payment and Settlement Organizations”, and point 9 of Chapter 3 of Regulation 18 “Issuing Permit to Establish and Operate Armenian Payment and Settlement Systems” approved by Resolution No. 295-N of the Board of the Central Bank of the Republic of Armenia dated 8 June 2005; Taking into account that “Idram” LLC Payment and Settlement Organization submitted applications and attached documents to the Central Bank of the Republic of Armenia on 25 April 2025, 11 June 2025, 14 July 2025, 28 July 2025, and 13 August 2025, Based on the conclusion of the Licensing and Supervision Committee of the Central Bank of the Republic of Armenia (Protocol No. 37 dated 20 August 2025), the Board of the Central Bank of the Republic of Armenia hereby:
R E S O L V E S:
- To grant permission for the establishment and operation of the “IdramNet” Armenian payment and settlement system to “Idram” LLC Payment and Settlement Organization
- This Resolution shall enter into force on the day following the date of its delivery to “Idram” LLC Payment and Settlement Organization or its delivery to the person authorized by “Idram” LLC Payment and Settlement Organization in accordance with the established procedure.
