The Central African Banking Commission (COBAC) issued Instruction I-99/03 to mandate credit institutions and financial entities in regulatory states to submit monthly or quarterly regulatory statements using the newly established CERBER collection, processing, and reporting system. The instruction defines the required accounting correspondence, file specifications with consistency checks, and standardized templates prepared by COBAC’s General Secretariat. It supersedes thirteen prior directives (I-93/01 to I-93/13, I-99/01, and I-99/02) and took effect on April 1, 2000.

Having regard to COBAC Regulation R-93/01, Having regard to COBAC Regulation R-93/02, Having regard to COBAC Regulation R-93/03, Having regard to COBAC Regulation R-93/04, Having regard to COBAC Regulation R-93/05, Having regard to COBAC Regulation R-93/06, Having regard to COBAC Regulation R-93/07, Having regard to COBAC Regulation R-93/10, Having regard to COBAC Regulation R-93/11, Having regard to COBAC Regulation R-93/13, Having regard to COBAC Regulation R-96/01, Having regard to COBAC Regulation R-98/01, Having regard to COBAC Regulation R-98/03,
HEREBY DECIDES:
Article 1..- Credit institutions must transmit to the Central African Banking Commission the information necessary for the preparation of regulatory statements with monthly or quarterly periodicity, in accordance with the provisions set out in the manual attached to this instruction and forming an integral part thereof.
Article 2..- The collection, processing and reporting manual for Banks and financial institutions of the regulatory states (CERBER) includes:

Article 3..- This instruction shall enter into force on April 1, 2000.
Article 4..- COBAC Instructions I-93/01 to I-93/13, I-99/01 and I-99/02 are hereby repealed as of the date of entry into force of this instruction.
