Bank Indonesia has revoked and withdrawn from circulation the 1991 issue of Rp 25 coins, declaring them invalid as legal tender effective August 31, 2010 due to their low public usage and intrinsic value exceeding face value. Holders may exchange the withdrawn coins at Bank Indonesia offices and commercial banks until August 30, 2015, after which exchanges will be restricted exclusively to Bank Indonesia locations. All rights to claim an exchange for these coins will expire on August 31, 2020, exactly ten years following the revocation date.

Whereas coins in the 25 (twenty five) Rupiah denomination was not widely used by public in making payment; b. whereas intrinsic value and printing cost of the year 1991 issue of coins in the 25 (twenty five) Rupiah denomination is more bigger than its value; c. now therefore, based on the consideration referred to in letter a and b, it is deemed necessary to adjust the provisions regarding the revocation and withdrawal from circulation of the year 1991 issue of coins in the 25 (twenty five) Rupiah denomination in a Bank Indonesia Regulation. In view of : 1. Act of the Republic of Indonesia Number 23 of 1999 concerning Bank Indonesia (State Gazette of the Republic of Indonesia Number 66 of 1999, Supplement to the State Gazette of the Republic of Indonesia Number 3843) as amended by Act of the Republic of Indonesia Number 6 of 2009 (State Gazette of the Republic of Indonesia Number 7 of 2009, Supplement to the State Gazette of the Republic of Indonesia Number 4962); 2. Bank Indonesia Regulation Number 6/14/PBI/2004 concerning Issuance, Circulation, Revocation as Legal Tender, Withdrawal from Circulation, and Destruction of the Rupiah Currency (State Gazette of the Republic of Indonesia Number 52 of 2004,

Article 1 (1) Bank Indonesia shall revoke and withdraw from circulation the year 1991 issue of coins in the 25 (twenty five) Rupiah denomination. (2) The rupiah coins currency revoked and withdrawn from circulation as referred to in Article (1) is declared no longer be valid as legal tender starting from August 31, 2010. Article 2 The rupiah coins currency revoked and withdrawn from circulation as referred to in Article 1 may be exchanged at Bank Indonesia offices and/or Commercial banks in certain period. Article 3 The period and location of exchange as referred to in Article 2 is stipulated as follows: (1) Starting from August 31, 2010 until August 30, 2015 the exchange shall be conducted at Bank Indonesia offices and/or Commercial banks. (2) Starting from August 31, 2015 until August 30, 2020 the exchange shall be conducted only at Bank Indonesia office.
