Regulation (NAP) - Reallocation of Portfolios at the Central Bank of São Tomé and Príncipe

The Central Bank of São Tomé and Príncipe issued Permanent Application Regulation (NAP) No. 019/2016 to reallocate its Structural Units across five administrative portfolios assigned to Board of Directors members. The regulation places the Governor’s Office, Consultancy, Legal, Internal Audit and Compliance, and Consumer Support units under direct gubernatorial supervision while mapping specific directorates and sections to the Economic Policy, Financial Institution Supervision, Markets and Payment Systems, Accounting and Information Technology, and Administrative Management portfolios. Effective 14 November 2016 upon publication, this regulation supersedes NAP No. 16/2016 and aligns the bank’s organizational structure with its Organic Structure Manual.

SUBJECT: Reallocation of Portfolios at the Central Bank of São Tomé and Príncipe

Whereas considering the need to adjust Structural Units to Portfolios in accordance with the Organic Structure Manual; Whereas taking into account the combined provisions of NAP No. 19/2015 and Article 55(3) of the Organic Law of the Central Bank of São Tomé and Príncipe regarding the assignment to each Administrator of portfolios corresponding to one or more directorates of this Bank;

Article 1. Designation of Portfolios The Structural Units of the Central Bank of São Tomé and Príncipe are henceforth distributed among the following Portfolios: 1 - Portfolio of Economic Policy and Statistics (PEPS); 2- Portfolio of Supervision of Financial Institutions (PSFI); 3- Portfolio of Markets and Payment Systems (PMPS); 4- Portfolio of Accounting and Information System (PAIS); 5- Portfolio of Administrative Management, Human Resources and Organization (PAMHRO)

Article 2. Assignment of Structural Units The following Structural Units fall under the supervision of the Governor:

  • Office of the Governor - GG
  • Consultancy Office - GC
  • Legal Office - GJ
  • Internal Audit and Compliance Office - GAIC
  • Consumer Support Office - GAC

Article 3. Composition of Portfolios

  1. The aforementioned portfolios of the Central Bank are assigned to the following members of the Board of Directors:
    • The Portfolio of Economic Policy and Statistics is constituted by the following Structural Units: a) Directorate of Economic Studies (DES) b) Directorate of Economic and Financial Statistics (DEFS) i. External Sector Statistics Area (ESSEA);
    • The Portfolio of Supervision of Financial Institutions covers the following Structural Unit: a) Directorate of Financial Institution Supervision (DFIS) i. Micro-Prudential Banking Supervision Area (MPBSA) ii. Macro-Prudential Banking Supervision Area (MPSA)

Payment System Area (PSA) ii. Banking Operations Section (BOS) iii. Foreign Operations Section (FOS) c) Directorate of Issuance and Treasury (DIT) 4) - The Portfolio of Accounting and Information System includes the following Structural Units: a) Directorate of Accounting and Financial Control (DAFC) b) Directorate of Information Systems (DIS) i. Systems Administration and Help-Desk Section (SAHDS) ii. Development and Programming Section (DPSec) iii. Information Technology Systems Security Section (ITSSS) 5) - The Portfolio of Administrative Management, Human Resources and Organization includes the following Structural Units: a) Directorate of Administrative Management and Human Resources (DAMHR) i. Protection and Security Area (PSA) ii. Administrative Section and Assets (ASA) iii. Human Resources Development Section (HRDS) iv. Personnel Administration Section (PAS)

Article 4. Revocation Regulations contrary to this NAP are hereby revoked.
