The Saudi Central Bank issued a circular updating the Financial Statement Comparison Form, requiring licensed exchange centers to submit it periodically via email starting from Q4 2020. The updated form must be delivered within 35 days after each quarterly close and within 65 days after each annual close. The Bank will enforce regulatory measures against any exchange centers failing to comply with these submission deadlines.

Subject: Update of the Financial Statement Comparison Form
Based on Article 31 of the Regulations Governing Exchange Operations issued by Ministerial Decision No. 686 dated 21/11/1441H, which stipulates that the center shall provide the Saudi Central Bank with any data or reports it requests within the specified time, and to Paragraph (b) of Article 14 of the Regulations Governing Exchange Operations, which stipulates that the Saudi Central Bank may issue any directives it deems necessary to apply supervisory and regulatory requirements on exchange centers.
Accordingly, we inform you of the update to the Financial Statement Comparison Form as attached. The form shall be submitted periodically to the Saudi Central Bank via email (MEXCH@SAMA.GOV.SA) starting from Q4 2020, as follows:
Submit the quarterly Financial Statement Comparison Form to the Saudi Central Bank within 35 days from the end of each quarter.
Submit the annual Financial Statement Comparison Form to the Saudi Central Bank within 65 days from the end of each year.
The form will be provided to you via email, and the Saudi Central Bank emphasizes the necessity of adhering to the aforementioned update. Please note that the Bank will take all regulatory measures against exchange centers violating the provisions of this Circular.
