Opinion of the European Central Bank on the proposed Digital Omnibus regulation

The European Central Bank supports the proposed Digital Omnibus regulation as a necessary reform to simplify the Union's fragmented digital rulebook and reduce regulatory burdens. While welcoming the consolidation of data sharing and incident reporting frameworks, the ECB raises concerns that the proposed restriction of its data access powers to public emergencies may hinder its statistical and supervisory tasks. The ECB recommends clarifying the definition of public emergencies, ensuring cost-free data access, and aligning the single-entry point for breach notifications with the EUDPR to streamline joint controllership reporting.
