Directive No. 04/DSP-DRO-2019, dated April 11

The Payments System Department of Angola’s National Bank issues Directive No. 04/DSP-DRO-2019 to standardize minimum guarantee calculations and penalty frameworks across CCAA clearing subsystems. The directive mandates calendar-month validity for most subsystems and one-business-day validity for SDD, while specifying fixed calculation parameters (k and Gm) and quarterly historical data windows. It establishes a tiered penalty structure for uncleared cheques due to insufficient guarantees, revokes the prior 2019 directive, and enforces compliance under Angola’s core payment system and financial institution laws.
