The establishment of a new legal framework for the prevention and combating of money laundering and terrorist financing requires the revision of current procedures controlling the entry of foreign currency in cash.
Furthermore, on a social level, it is intended to allow any citizen traveling abroad to carry an amount in national currency in cash that enables them to cover expenses immediately upon returning to the country.
In these terms, and in exercise of the competence conferred by paragraph f) of number 1 of Article 51 of Law No. 16/10, of June 15, and by number 2 of Article 28 of Law No. 5/97, of June 27;
General Provisions
(Object)
This Notice establishes the terms and conditions to be observed for the entry and exit of national currency and foreign currency held by individuals, whether resident or non-resident for exchange control purposes.
This Notice also defines the model of the “Declaration of Entry and Exit of Foreign Currency in Cash”, annexed to this instrument and forming an integral part thereof.
(Declaration of Entry and Exit of Foreign Currency)

a) The “original” - intended for customs services located in the entry or exit sector of the national territory;
b) The “duplicate” - intended for the traveler.
(Quality of Resident and Non-Resident)
For the purposes of this Notice, resident individuals are considered:
a) Individuals who have their habitual residence within the national territory;
b) National citizens who are diplomats, consular representatives or equivalents, exercising functions abroad, as well as members of their families;
c) National individuals whose absence abroad for a period exceeding ninety days and less than 1 year is due to health, study reasons or determined by the exercise of public or private functions requiring residence abroad.
For the purposes of this Notice, non-resident individuals are considered:
a) Individuals with habitual residence abroad;
b) National citizens who emigrate, as well as those who leave the national territory for a period exceeding one year;
c) Diplomats, consular representatives or equivalents exercising functions within the national territory, as well as members of their families.
For the purposes of this Notice, habitual residents within the national territory are considered:
a) All Angolan citizens living in Angola;
b) All foreign citizens holding a residence card issued under applicable legislation.

Entry and Exit of National Currency
(Procedures for Entry and Exit of National Currency)
Resident or non-resident individuals are permitted to enter and exit the country with national currency up to an amount of KZ 50,000.00 (fifty thousand kwanzas).
The amount in national currency is not eligible for the calculation of entry and exit limits for foreign currency defined in Chapters III and IV of this Notice.
Entry of Foreign Currency
(Resident Individuals)
Resident individuals who carry, upon entry into the national territory, amounts exceeding USD 15,000.00 (fifteen thousand United States dollars) or their equivalent in another foreign currency must complete the declaration referred to in Article 2 of this Notice.
(Non-Resident Individuals)
Non-resident individuals who carry, upon entry into the national territory, amounts exceeding USD 10,000.00 (ten thousand United States dollars) or their equivalent in another foreign currency must complete the declaration referred to in Article 2 of this Notice.
Exit of Foreign Currency
(Resident Individuals)

(Non-Resident Individuals)
Non-resident individuals, upon exit from the national territory, may freely carry foreign currency not exceeding USD 10,000.00 (ten thousand United States Dollars).
Non-resident individuals who, upon entry into the national territory, completed the declaration provided for in Article 2 of this Notice may exit with foreign currency amounts exceeding the limit established in the preceding number if they present the “duplicate” of said declaration; in this case, the amount may not exceed the declared value.
The “duplicate” of the declaration referred to in the preceding number must be handed over to customs services at the time of exit by the non-resident individual.
Final Provisions
(Sanctions)
Offences against the provisions of this Notice are punishable under number 2 of Article 20 and Article 23, both of Law No. 5/97, of June 27 - Exchange Control Law, without prejudice to other liability provided for in general or special criminal legislation.

All regulations contrary to this Notice are revoked, notably Notice No. 1/06, of January 20.

This Notice enters into force thirty days after the date of its publication.

DECLARATION OF ENTRY AND EXIT OF FOREIGN CURRENCY
Once duly completed, this declaration must be presented to customs authorities at the border.
If you are a non-resident carrying out of Angola amounts exceeding the equivalent of USD 10,000.00 (ten thousand United States dollars), you must retain the copy of the declaration during your stay in Angola and present it to customs authorities to authorize carrying out the declared limit amount.
Failure to declare or false declaration regarding possession of the aforementioned amounts implies seizure of those amounts, and the passenger will be sanctioned under prevailing legislation.
Completion of this declaration by arriving passengers falls under Article 14 of the Exchange Control Law - Law No. 5/97, of June 27, published in the Official Gazette No. 34, Series I - as well as Articles 2, 5 and 6 of BNA Notice No. 01/2012, published in the Official Gazette.
This declaration serves passengers holding foreign currency entering Angola through land borders, ports, and airports to inform competent authorities of possession of such amounts, so that upon exit (specifically for non-residents), they may carry out all or part of such amount.
Completion is compulsory for resident passengers entering with foreign currency exceeding USD 15,000.00, as well as non-resident passengers entering with foreign currency exceeding USD 10,000.00.
Once completed, the declaration must be submitted at the customs post where entry occurs. The customs post will confirm the declaration and assign the following destinations to its two copies:
Original - retained by the post for thirty days, after which it is forwarded to the Exchange Authority/Banco Nacional de Angola.
Duplicate - delivered to the declarant, who (if a non-resident) must retain it during their stay in Angola and present it at the customs post upon exit as proof of possession of foreign currency.
All blue parts must be completed by the declarant; grey parts are exclusively for customs services.
Clearly indicate your details as stated in your passport or identity card (customs authorities may copy and attach it to the declaration if desired). Passport/ID details must be indicated in box 7.
Boxes 8-9: If carrying cash on behalf of another person, please indicate their details (if known, or at least name and address). The same applies to passport/ID data.
Boxes 10 a-c: Please indicate the exact amount, e.g., 12,560.30
Boxes 11 a-c: Clearly indicate in capital letters the currency held (e.g., Euros, USD, etc.).
Box 12 Provenance: please indicate whether the declared amount relates to inheritance, savings, sales, bank account, etc.
Box 13 Please provide the recipient's name and address if it is another person.
Box 14 Please briefly explain the intended use: e.g., property, investments, etc.
Box 15 Please tick the appropriate box: “road” means transport by any road vehicle (car, bus, truck, bicycle, motorcycle etc.); use only the “other” box if no other transport method was used (e.g., pedestrian traffic); in this case specify the transport method in box 15 g (e.g., on foot).

The Declaration must be signed by the declarant and handed to the customs post officer, who will in turn deliver the duplicate to the declarant.
