Decision on the Content and Manner of Maintaining Records of Payment Systems

RS Official Gazette, No 49/2015 Pursuant to Article 165, paragraph 3 of the Law on Payment Services (RS Official Gazette, No 139/2014) and Article 59, paragraph 2 of the Law on the National Bank of Serbia (RS Official Gazette, Nos 72/2003, 55/2004, 85/2005 – other law, 44/2010, 76/2012, 106/2012, 14/2015 and 40/2015 ‒ CC decision), the Governor of the National Bank of Serbia issues the following D E C I S I O N ON THE CONTENT AND MANNER OF MAINTAINING RECORDS OF PAYMENT SYSTEMS

  1. This Decision sets out in detail the content of records of payment systems in the Republic of Serbia maintained by the National Bank of Serbia, as well as the manner of maintaining such records. For the purposes of this Decision, a payment system is a payment system referred to in Article 2, paragraph 1, item 37 of the Law on Payment Services (hereinafter: the Law) which fulfils the requirements for operation stipulated by the Law.
  2. Records of payment systems shall be public and shall contain the following data:
  1. reference number;
  2. name of the payment system; 3 business name and head office of the payment system operator;
  3. website of the payment system operator.
  1. Within records of payment systems, special records shall be maintained on payment systems which the National Bank of Serbia determined to be important, in accordance with the Law and other regulations. In addition to data referred to in Section 2 hereof, records of important payment systems shall contain a list of participants in important payment system.
  2. The National Bank of Serbia shall keep records of payment systems based on data delivered by the operators of these systems.
  3. Payment system operator is obliged to immediately inform the National Bank of Serbia of any change in data referred to in Sections 2 and 3 hereof.
  4. Records of payment systems shall be kept in electronic form and the data contained therein shall be available on the website of the National Bank of Serbia.
