The National Bank of Ethiopia and FSD Ethiopia have issued a strategic framework to sustainably expand the country’s cash-in/cash-out agent network by targeting underserved rural areas and correcting urban oversaturation. The strategy mandates data-driven deployment through three core interventions—informing providers with geo-analytics, empowering agents via mobile and hybrid models plus targeted subsidies, and enforcing policy mandates—while refining licensing and liquidity infrastructure to ensure long-term commercial viability. A two-phase implementation roadmap prioritizes 2025 data sharing and pilot programs, followed by 2026 policy integration and scaled expansion to sustainably reach over one million economically viable agents nationwide.
