Textile fabrics, yarn, garments, and accessories remain prohibited, with specific HS codes listed. Some items are exempted from the prohibition, including garment accessories, mosquito nets, and industrial gloves, and certain items will attract a 20% import duty plus a 30% levy.

This is to inform all Authorised Dealers and the General Public that the Federal Government has issued the following clarifications on import prohibition list vides the Federal Ministry of Finance circular Ref: No. BD.12237/S.731/VOL.1/42 of October 31, 2006. The under listed items of textile fabrics and yarn shall continue to remain under import prohibition.
1 (a) African Print (Printed Fabrics) e.g. Nigeria wax, Ankara and similar fabrics falling under the following HS. Codes 5208.51005208.5900, 5209.5100-5209.5900, 5210.5100, 5210.5900, 5211.5100-5211.5900, 5212.5100, 5212.2500, 5407.4400, 5407.5400, 5407.7400, 5407.8400, 5407.9400, 5408.3400, 5408.2400, 5513.4100-5513.4900, 5514.4100-5514.4900, 5516.1400, 5516.2400, 5516.3400, 5516.4400 and 5514.9400.
(b) Lace Fabrics, Georges and other embroided Fabrics falling under HS. Codes 5801.1000-5811.0000 (c) Carpets of HS. Codes 5701.1000-5705.0000 (d) Made-up Garments and other textile articles, including towels, falling under HS. Codes 6101.1000-6310.9000 2. Yarn falling under the following HS. Codes shall remain prohibited from importation: i. 5004.0000-5006.0000 ii. 5106.1000-5110.0000 iii. 5204.1100-5207.9000 iv. 5306.1000-5308.9000 v. 5401.1000-5406.2000 vi. 5402.3300 and 5402.6200 vii. 5508.1000-5511.3000 3. Please note that polyester Filament yarn although still under prohibition attracts 20% duty as against 10% as contained in the new Tariff Book.
All other Textile fabrics and articles thereof NOT listed in paragraph 1 and 2 above are hereby removed from Import Prohibition. It should also be noted that the following items which were earlier exempted from Import Prohibition vide circular No. BD 1223/S.25Vol.285 of 6th April, 2005, issued by the Federal Ministry of Finance, shall remain exempted.
i. Garments accessories - HS. Codes 6117.800 - 9000 and 6217.1000 - 9000 ii. Mosquito Nets - HS. Codes 6304.9100 - 6304.9900 (for one year only) iii. Gloves for Industrial use - HS. Codes 6116.1000 - 6116.9900 iv. Moulding cup Lycra - HS. Code 6212.9000 v. Mutilated Rags - HS. Code - 6310.1100 vi. Jute Bags - HS. Code 6305.1000.00 4. Furthermore, all the items removed from Import Prohibition List, shall remain exempted for a period of one year only and shall attract 20% import duty plus 30% levy, amounting to 50%, in other to encourage local production.
ii. Metallic Yarn HS. Code 5605.0000 iii. Viscose Yarn (Rayon and Filament) HS. Code 5403.3100, 5403.3200 and 5403.4100.
iv. Base Fabrics HS. Codes 5208.1100, 5208.2100, 5208.3100, 5512.1100 - 5512.1900 6. In addition, Carpet Manufacturers shall continue to enjoy the Special Concession granted them on the importation of the following carpet yarn for a period of another one year at 10%, duty rate effective from the date of this circular.
These yarns are as follows:- i. Jute yarn HS. Code 5307.1000 - 2000 ii. Acrylic yarn HS. Code 5509.3100 - 3200.
iii. Polypropylene yarn and High Tenacity Yarn of nylon HS. Codes 5402.1000, 5402.3100, 5402.3200, 5402.3900, 5402.4100, 5402.4900, 5402.5100, 5402.5900, 5402.6100, and 5402.6900.
