  • Accounts Database Considering the need to centralize informative elements regarding customer accounts, as well as to provide an effective operating system for the Accounts Database (ACD); Under the combined provisions of Article 148 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law, combined with item a) of paragraph 1 of Article 31 and paragraph 1 of Article 98, both of Law No. 24/21, dated October 18, the National Bank of Angola Law.

I DETERMINE:

Article 1. (Object) The Accounts Database service hereinafter abbreviated as (ACD) has the following object: a) To centralize, manage and monitor the reporting of information provided by Financial Institutions regarding deposit and payment accounts and associated information, namely agents and operations; b) To be the custodian of the information referred to in item a), so as to contribute to the dissemination of macroeconomic indicators, assessment studies and statistics.

Article 2. (Scope) This Notice applies to Financial Institutions under the supervision of the National Bank of Angola, as provided for in paragraph 2 and items b) and l) of Article 7 of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law.

Article 3. (Definitions) Without prejudice to the definitions established in the General Regime of Financial Institutions Law, for the purposes of this Notice, it is understood that: a) Accounts Database: system for recording information on bank and payment accounts, managed by the National Bank of Angola. b) Accounts: accounts domiciled within national territory with participating entities: i. Bank deposit accounts opened for the establishment of deposit types provided for in the Notice on Opening, Movement and Closure of Bank Accounts; ii. Payment account - an account held in the name of a payment services user, used for executing payment operations. c) Participating Entities: Financial Institutions provided for in Article 2 of this Notice; and, d) Holder: individual, corporate or equivalent entity in whose name the account is opened.

Article 4. (Place of Operation) The ACD is managed by the National Bank of Angola and operates alongside it.

Article 5. (Reporting Duty) For the purposes of Article 148 and item e) of paragraph 1 of Article 235, both of Law No. 14/21, dated May 19, the General Regime of Financial Institutions Law, participating entities must report to the National Bank of Angola all information regarding bank and payment accounts opened by their respective entities, in accordance with the terms defined in specific regulations on the Operation of the Accounts Database.

Article 6. (Responsibility for Information) The information contained in the ACD is entirely the responsibility of the Financial Institutions that provided it, with these institutions being responsible for any eventual alteration or correction.

Article 7. (Sanctions) Non-compliance with the provisions of this Notice constitutes an offense provided for and punishable under Law No. 14/21, dated May 19 - the General Regime of Financial Institutions Law.

Article 8. (Doubts and Omissions) Doubts and omissions resulting from the interpretation and application of this Notice are resolved by the National Bank of Angola.

Article 9. (Entry into Force) This Notice enters into force on the date of its publication.
