Circular No. 50 Development of the Credit Information System

The Palestine Monetary Authority issued Circular No. 50/2014 mandating all Palestinian banks to implement specific updates to their credit information systems under Version III. The directive requires the addition of monthly income and currency fields for borrowers, alongside enhanced personal and enterprise data points for small and medium-sized enterprises, including geographic classification, owner identification, and total assets. Banks must adopt these changes for new facilities immediately and submit designated Excel files containing legacy data for existing facilities to facilitate system migration, with field inspections scheduled to verify compliance.

Subject: Development of the Credit Information System (Version III)

Further to our Circular No. (2014/11) dated January 20, 2014, concerning the development of credit operations systems, and to Item One regarding the description of the most important system development items, and with the aim of providing accurate data to the Palestine Monetary Authority on credit extended by the banking sector to assist it in monitoring and managing credit risks, and to assist the banking sector and lending institutions in making credit decisions, we hereby inform you that the following development items required from banks have been added:

  • Add the total monthly income and income currency fields to the personal data of borrowers according to Forms No. (3) and No. (4) attached to the Circular.
  • Modify the personal data related to facilities granted to small and medium-sized enterprises (SMEs) by adding the following fields according to Form No. (5) attached to the Circular:
    • The enterprise geographic classification field (City 01, Town 02, Village 03) based on Annex No. (15) attached to the Circular.
    • Add the owner's ID/Passport number and nationality in cases where facilities are granted under the enterprise registration number.
    • Add the total assets of the enterprise field valued in the currency of disbursement.

All banks are requested to adopt the above modifications, which will be implemented on the developed system (Version III) through the credit record opening operations for new facilities. As for existing facilities, coordination will be made with you to provide us with the following:

  • An Excel file containing the ID number, document number, nationality, facility number, and additional data related to borrowers' personal data to be migrated to the personal files.
  • Another Excel file specific to SMEs containing the ID number, document number, nationality, facility file number, and additional data related to personal data (enterprise geographic classification, owner's ID number, total assets of the enterprise) to be migrated by us to the personal files of facilities granted to SMEs.

Accordingly, we hope to complete the implementation of all required developments according to the action plan established for the development process. Please note that the follow-up team for the above matter will commence its field visits to banks in the coming days.
