FAQs on the Qualified Issuer Framework

The regulator issued this document to clarify the Qualified Issuer Framework, which permits eligible entities to issue corporate bonds or sukuk to retail investors without a prospectus. To qualify, issuers must have issued or guaranteed bonds of at least RM500 million in the past five years and ensure the new bonds carry a minimum credit rating of AA-. The regulatory fees for these issuances remain identical to those prescribed for other eligible issuers under the Retail Bonds Guidelines.
