Holders of a Category 2 licence may conduct business locally if they demonstrate substantial economic impact, while Category 1 holders can operate domestically without prior approval provided they comply with relevant laws and submit annual audited reports confirming their local business percentage. The Commission determines whether the majority of a company’s activities occur outside Mauritius by evaluating either asset allocation for investment holding or revenue generation for product and service provision.
