Circular No. 4010 - Amends Deadlines for Remittance of Documents 2060 and 2061 to the Central Bank of Brazil and Postpones Start of Remittance for Investor Information

The Collegiate Board of the Central Bank of Brazil issued Circular No. 4010 to amend submission deadlines for Market Risk Statements (DRM) and Operational Limits Statements (DLO) for the period between March and November 2020. The regulation postpones the start date for remitting information regarding investors to September 2020 by altering Circular No. 3.945. These changes apply to financial institutions and other entities authorized to operate by the Central Bank of Brazil.

The Collegiate Board of the Central Bank of Brazil, in a session held on April 28, 2020, based on Articles 9, 10, item IX, 11, item VII, and 37 of Law No. 4,595 of December 31, 1964, Articles 6 and 7, items III and V of Law No. 11,795 of October 8, 2008, Articles 9, items II and VIII, and 15 of Law No. 12,865 of October 9, 2013, and Article 106 of Law No. 13,097 of January 19, 2015, and considering the provisions of Circulars No. 3,398 of July 23, 2008, No. 3,429 of January 14, 2009, and No. 3,945 of June 12, 2019,

RESOLVES:

Article 1. Financial institutions and other institutions authorized to operate by the Central Bank of Brazil must observe the following deadlines for remittance to the Central Bank of Brazil of the documents specified below:

I - Document 2060 - Market Risk Statement (DRM): until the last day of the month following the month of the respective base date, for documents related to base dates from April to November 2020;

II - Document 2061 - Operational Limits Statement (DLO): until the 20th (twenty) day of the second month following the month of the respective base date, for documents related to base dates from March to November 2020.

Article 2. Circular No. 3,945 of June 12, 2019, shall enter into force with the following alteration:

“Article 3. The remittance of information referred to in Article 1 must be made starting from the base date of September 2020.” (NR)

Article 3. This Circular enters into force on the date of its publication.
