The Egyptian Financial Supervisory Authority issued Decision No. 15 of 2012 to amend the Egyptian Exchange's listing rules by mandating all listed companies to establish an official electronic website for publishing annual and periodic financial statements, supplementary notes, and external auditor reports. The regulation requires listed entities to achieve full compliance by March 31, 2013, without waiving existing disclosure obligations, and formally authorizes the Investor Relations Officer to utilize the company website in performing official duties. This decision takes effect the day after its publication in the Official Gazette and assigns monitoring responsibilities to both the Exchange and the Authority's relevant administrative departments.

Regarding the amendment of the rules for listing, continuing listing, and delisting of securities at the Egyptian Exchange
After reviewing the Law on Joint Stock Companies, Limited Partnerships with Shares, and Limited Liability Companies issued by Law No. 159 of 1981 and its executive regulations, and the decisions issued to implement it,
and the Capital Market Law issued by Law No. 95 of 1992 and its executive regulations, and the decisions issued to implement it,
and the Central Deposit and Registration of Securities Law issued by Law No. 93 of 2000 and its executive regulations,
and Law No. 10 of 2009 on regulating supervision over non-banking financial markets and instruments,
and the Statutes of the Egyptian Financial Supervisory Authority issued by Presidential Decision No. 192 of 2009,
and Decision of the Board of Directors of the General Authority for the Capital Market No. (30) of 2002 dated 2002/6/18 regarding the rules for listing, continuing listing, and delisting of securities at the Cairo and Alexandria Stock Exchanges and its amendments,
and Decision of the Board of Directors of the General Authority for the Capital Market No. 62 of 2007 dated 2007/7/11 regarding the rules for listing securities issued by small and medium-sized companies,
and the approval of the Authority's Board of Directors in its session No. (4) of 2012 dated 2012/2/21
A new clause (w) is added to Article (3) of the aforementioned rules, reading as follows:
"It must have an electronic website to publish annual and periodic financial statements and their supplementary notes, and to submit the external auditor and other data and information specified by the Exchange Management from among what companies are required to notify them of in accordance with these rules, without prejudice to the disclosure requirements stipulated in these rules."
Additionally, a new paragraph is added to Article (15) of those rules, reading as follows:
"The Investor Relations Officer may use the company's electronic website in carrying out his duties."
Companies whose securities are listed on the Egyptian Exchange must regularize their status from the date of implementation of this decision, by establishing an electronic website to publish annual and periodic financial statements and their supplementary notes, and to submit the external auditor and other data and information specified by the Exchange Management from among what companies are required to notify them of in accordance with these rules, within a period not exceeding the end of March 2013, without prejudice to the disclosure requirements stipulated in the rules for listing, continuing listing, and delisting of securities at the Egyptian Exchange.
This decision shall take effect from the day following its publication in the Egyptian Official Gazette, and the Exchange and the competent administration within the Authority are tasked with monitoring its implementation according to their respective jurisdictions.
