The Monetary Authority of Singapore issued Notice 757 to govern the lending of Singapore dollars by banks to non-resident financial institutions. The regulation requires banks to extend credit facilities and arrange equity or bond issues for these entities while submitting monthly statistical returns on aggregate outstanding lending. This notice applies to all banks in Singapore and was last amended effective 1 July 2021.

This notice applies to all banks in Singapore. It sets out the requirements for banks when:
Extending Singapore dollar credit facilities to non-resident financial institutions.
Arranging Singapore dollar equity or bond issues for non-resident financial institutions.
It also sets out requirements for banks to submit monthly returns to MAS on their aggregate outstanding Singapore dollar lending to non-resident financial institutions
