Female Civil Servants and Mothers: Care That Is Also a Public Service

The Public Ethics Commission (CEP) of the Brazilian Federal Executive Branch issued Bulletin No. 94 (May 2026) to outline ethical governance initiatives, including a public consultation on draft ethical investigation resolutions, new management and investigation training courses, and a practical manual for electronic petitioning in ethical processes. The bulletin highlights inter-agency integration between the Ministry of Health’s ethics and oversight bodies, announces the second episode of the “Ethics in Network” podcast, and provides an answer key for the April “Ethics in Play” quiz. It further features a thematic reflection on mother civil servants, emphasizing care as a public value, and invites sectoral ethics commissions to update their registrations and submit content for future editions.

The ties between the central bodies in Brasília and the local instances in Rio de Janeiro continue to grow ever closer. Proof of this was the visit by the new Inspector General of the Ministry of Health, Dr. Flávio Dematté, and members of his team, Flora de Freitas Soares Lima and Dr. Evandro Joitsi Henna, to CERJ (Ethics Commission of the Ministry of Health in Rio de Janeiro). The meeting took place last Wednesday (04/15), in the SECERJ (Executive Secretariat of CERJ) room – located on the 12th floor of the Ministry of Health's Superintendence building in Rio de Janeiro (SMSA/RJ). "This meeting reinforces this administration's commitment to integration between the Ethics Commission and the Inspector General's Office, which is vital to strengthening the partnership between instances in favor of an institutional culture of respect and legality, ensuring that the Ministry continues as a reference for administrative probity. For this, ethics and oversight must walk together, protecting the public interest and valuing the dedicated civil servant," highlighted CERJ president, Elielso de Sousa. The integration between instances was equally welcomed with enthusiasm by the MS Inspector General, Dr. Flávio Dematté, who drew attention to the importance of open dialogue between the spheres of ethics and oversight, since, if the conduct of civil servants and public agents is guided by ethical values, they will likely not reach the disciplinary sphere. In this sense, the meeting between the Inspector General's Office and CERJ proved fundamental for strengthening the partnership in joint preventive and training actions. The visit also included the participation of CERJ councilors, Beatriz Nicacio and Camilla Allievi; in addition to the executive secretary of the Ethics Commission of the Ministry of Health in Rio de Janeiro (SECERJ), Michelle Mael, and the head of the Inspector General's Support Division (DICOR), Vitor Hugo Klimachevski Gomes.

About the MS Inspector General's Office The work of the Ministry of Health's Inspector General's Office (Correg) relates to the prevention, investigation, and correction of irregularities committed by federal civil servants or public agents and private entities linked to the ministry. May is a month of important reflections. We celebrate Labor Day and Mother's Day, dates that invite us to recognize fundamental values for life in society, such as dedication, responsibility, care, and commitment to the common good. Being a mother means exercising daily a continuous mission of care, presence, and attention. Being a civil servant means assuming a permanent commitment to society, contributing to the construction and delivery of policies and services that directly impact people's lives. When these two dimensions meet in the trajectory of mother civil servants, a singular experience of balancing family responsibilities and public duties is highlighted. In this daily routine, care goes beyond the domestic environment and manifests as an integrated form of action in personal and professional life. The attention dedicated to children, the organization of family routines, and the management of multiple demands contribute to the development of essential competencies for public service, such as qualified listening, sensitivity in relationships, organizational capacity, and commitment to people and the public interest. In professional practice, these competencies translate into the quality of daily performance, reflected in the care for activities, responsibility for deliverables, empathy in citizen service, and the awareness that every administrative decision produces concrete effects on society. In this sense, the care present in family life and that exercised in public service articulate as expressions of the same ethical principle: the primacy of the common good. This understanding aligns with the Code of Professional Ethics for Federal Executive Branch Civil Servants, which guides public action based on care, dignity, respect, and the awareness that public service must always be directed toward the public interest.

ANSWER KEY Ethics in Play APRIL - 2026 Correct answer: c) Admissibility judgment. But what does that actually mean? The admissibility judgment is the first stage of the Preliminary Procedure (PP) established within Ethics Commissions. It is an initial analysis carried out by the Ethics Commission with the aim of verifying whether the complaint or representation presented contains minimum elements that justify the opening of an ethical investigation. At this stage, the Commission does not deeply investigate the facts nor produce evidence. What is analyzed is whether the statement presents, at least in theory: a minimally clear description of the facts; possible identification of the author; an indication of conduct that may constitute an ethical violation; and minimum elements of plausibility or materiality. In other words, the admissibility judgment functions as an initial filter of the ethical system, allowing to distinguish statements suitable for investigation from those that are generic, manifestly unfounded, or lacking minimum elements. Only after this initial analysis can the Commission deliberate on subsequent measures, such as: carrying out inquiries; producing evidence; proposing a Personal and Professional Conduct Agreement (ACPP); or establishing an Ethical Investigation Process (PAE), when there are sufficient indications of an ethical violation. The admissibility judgment is grounded in CEP Resolution No. 10/2008, which regulates the procedural rules of Ethics Commissions of the Federal Executive Branch, and represents an important mechanism for rationality, legal certainty, and protection against frivolous or unfounded investigations.
