The Department of the Treasury’s Office of Foreign Assets Control (OFAC) is publishing General Licenses 5U and 5V under the Venezuela Sanctions Regulations to authorize specific transactions involving the Petroleos de Venezuela, S.A. 2020 8.5 Percent Bond. General License 5U, effective March 20, 2026, authorizes transactions related to the bond and supersedes General License 5T, while General License 5V, effective May 5, 2026, supersedes General License 5U. These licenses permit dealings otherwise prohibited by Executive Order 13835 as incorporated into 31 CFR Part 591, excluding any transactions or activities prohibited by other parts of the Venezuela Sanctions Regulations.
