The Reserve Bank of New Zealand commissioned an independent review to assess its prudential supervision of CBL Insurance Limited following the insurer's liquidation in 2018. The review, conducted by John Trowbridge and Mary Scholtens QC, examines the Bank's supervisory actions, regulatory framework constraints, and decision-making processes from CBLI's pre-licensing in 2011 through to its collapse. The reviewers are required to deliver a final report with findings by 28 February 2019, which will be published publicly to identify lessons and strengthen future regulatory practices.
