The Autorité des marchés financiers, approved by the Quebec Minister of Finance, amended Regulation 21-101 respecting Marketplace Operation to establish enhanced transparency requirements for unlisted debt securities. The amendments redefine information processors, mandate marketplaces and brokers to report accurate and timely order and trade data for government and corporate debt securities, and update reporting agreements and fee structures. These regulatory changes come into force on August 31, 2020, with a delayed effective date for Saskatchewan filings, while also updating French terminology to align with asset-backed securities standards.
