The Department of the Treasury’s Office of Foreign Assets Control published General License 9 to authorize the wind down of transactions involving specific individuals blocked under the International Criminal Court-Related Sanctions Regulations. This authorization applies to transactions ordinarily incident and necessary for winding down dealings with Nicolas Yann Guillou, Nazhat Shameem Khan, Mame Mandiaye Niang, Kimberly Prost, and their associated entities through September 19, 2025. The document also publishes General License 125, which authorizes transactions related to meetings between the U.S. and Russian governments in Alaska under separate sanctions regimes.
