The Department of the Treasury’s Office of Foreign Assets Control (OFAC) publishes four general licenses under the Russian Harmful Foreign Activities Sanctions Regulations to authorize specific transactions otherwise prohibited by Executive Orders 14024 and 14071. General License 124B authorizes petroleum services and related transactions for the Caspian Pipeline Consortium, Tengizchevroil, and Karachaganak projects, while General License 130 permits transactions involving certain Lukoil entities in Bulgaria through April 29, 2026. General Licenses 128A and 131, which authorized transactions involving Lukoil retail stations outside Russia and the sale of Lukoil International GmbH respectively, have expired as of December 13, 2025.
